<br /> SCOPE OF SERVICES FOR THE DESIGN OF <br /> TWO WATER CIRCULATION PUMP STATIONS <br /> AT REDWOOD SHORES LAGOON <br /> Part A CEQA Review and Determination <br /> The project involves the installation of two water circulation pump stations at <br /> Redwood Shores Lagoon. 111e location of the two pump stations is shown on Figure <br /> 1. The goal of the pump stations is to improve the water quality Î1'\ the Marlin Drive <br /> Loop of the Lagoon, and preserve the beneficial uses of the Lagoon. <br /> As described below, CDM proposes to assist the City of Redwood City in the <br /> completion of the California Environmental Quality Act (CEQA) review process for <br /> the proposed project. Based on preliminary knowledge of the proposed project and <br /> the project site, it is COM's opinion that the project may qualify for a categorical <br /> exemption under CEQA. The following tasks describe the tasks and approach that <br /> COM proposes in that regard. <br /> Task A-I Site Visit! Document Review, and Communication <br /> A CDM environmet\tal planner will visit the project site to conduct a vÎS\1al <br /> assessment of the existing environmental setting of the project site. Considerations to <br /> be observed during the visit include the nal1lfe and proxì.míty ot existing uses at, and <br /> near, the project site, particularly as related to noise receptors, sensitive teceptors <br /> related to air quality, vehicular access, recreational uses atld access, and natural <br /> ecosystems (as compared to altered systems). COM will also coordinate with City <br /> staff to determine whether there are any existing CEQA docwnents (i.e., <br /> Envirorunentallmpact Reports or Initial Studies/Negative Declarations) available for <br /> the project area that provide information relevant to the project site. COM will also <br /> discuss with City staff the existing environmental setêng of the site. <br /> Task A-2 Evaluate Suitability of Categorical Exemption <br /> Sections 15301 through 15333 of the CEQA Guidelines allow for certain activities to be <br /> considered categorically exempt from detailed review. Implicit in such exemptions is <br /> the assumption that the nature of those activities is not likely to have a significant <br /> impact on the environment. Based on the information obtained through Task A-I, <br /> COM will evaluate, preliminarily, the potential for notable envÌIonmental issues to <br /> occur relative to implementation of the proposed project. The purpose of this task is <br /> to substantiate the validity of applying a categorical exemption finding to the project. <br /> Task A-3 Prepare Categorical Exemption Nonce Form <br /> Should the results of Task A~2 support a finding of the project being categorically <br /> exempt COM will prepare the CEQA notice form for such a finding, allowing the <br /> City to file the notice as required by CEQA. Should the results of Tasks A-I and A-2 <br /> not be able to support a categorical exemption, COM will coordinate with the City of <br /> Redwood City right away to discuss next steps.
