383.
City Manager - Account No . 570 (continued)
Mr. Chichester, 1535 Maddux, stated that he did not re-
ceive the newsletter in the mail.
MOTION : Councilman Norris moved, seconded by Councilman
Rhodes, to delete from the budget the amount of $15,600
for the City' s quarterly newsletter, and that a single
page news sheet be included with the Parks and Recreation
Schedule.
A lengthy discussion followed during which. Council noted
that initially the newsletter was authorized in order to
inform the public , and comments related to whether it
is reaching Redwood City residents, and that portions of
the costs if this item is eliminated relate to the mail-
ing of the Recreation schedules and therefore would need
to be transferred over to that account.
The motion failed on the following roll call vote :
Ayes : Councilmen Norris and Rhodes
Noes : Councilmen Barrett, Henderson, Leipzig,
Williams and Mayor Weymouth
Mayor Weymouth responded to complaints from members of
the audience relating to higher property taxes, which he
explained resulted from recent reassessment of property
values by the County Assessor ' s office . He referred to
the Budget Summary section on Page 5 of the proposed
budget depicting a graph of the proportionate shares of
tax revenues going to the City, County Special Districts
and School Districts , noting that the City accounts for
about 20% of the total. He pointed out that the City has
no control over the assessed values, but only over what
is in the budget before them.
John Bacca, 334 Hudson, indicated he believed the Council-
men had received a salary increase. It was explained to
him that an increase from $150 to $250 per month for the
Council had been presented to the voters in the form of
a Charter amendment at the last municipal election, but
was defeated.
Fran:. Esposito, 243)4 Oregon Avenue, referred to a recent
Redwood City Tribune article concerning the City tax rate
in which he was given the impression that the average in-
crease in assessed valuation amounted to 35% and cited
what he believed this would translate into in budget
revenues. City Manager Fales responded that the actual
over all net increase was estimated to be approximately
16% because many properties, principally commercial and
industrial, were not reassessed this year.
roma
"Barney" Barnes commented that he recognized that dollar
*k'"" cuts would not necessarily reduce the tax rate to any
extent.
-3-
Budge t
Study
5/17/75
