Present schedule is once a week in <br /> residential areas and six times a week in the commer- <br /> cial and business areas. <br /> Mr. Fales also read the sections of the report relating <br /> to Creek Cleaning and Traffic Striping and Signing. <br /> In response to question, Director of Public Works <br /> Pusich advised that if it is to be successful, any re- <br /> duction in street sweeping must be accompanied by <br /> cooperation of property owners. <br /> Lengthy discussion followed concerning expectations <br /> with regard to willingness of citizens to accept <br /> added responsibility with regard to maintenance of <br /> property, disposal of debris and respect for public <br /> property. Attention was called to leaves and automo- <br /> bile oil presently being dumped in drains. <br /> Ethel Robinson, Virginia Avenue, suggested that piles <br /> or leaves could be placed on vacant lots to combat <br /> weeds; that the City might grind garden debris of resi- <br /> dents for their use as mulch; and that the life of <br /> plants in City parks could be stretched as far as <br /> possible then left in a central location for free leaf <br /> mold. <br /> Bernard Kat�shen, 546 Cypress urged strict enforcement <br /> of ordinance requiring sweeping of property. <br /> Thomas Simpson, suggested that residents could do their <br /> own street sweeping and only the downtown need be swept <br /> by the City. <br /> Mrs. Wymer, 307 G Street, asked if street sweepers <br /> could maneuver in the improved downtown area. Mr. <br /> Pusich advised that 85% of the sweeping is done by <br /> machine and the rest by hand, and that no new manpower <br /> is required to handle sweeping of downtown streets. Mr. <br /> Pusich described the City sweeping operation. <br /> MOTION: Councilman Norris moved, seconded by Councilman <br /> Barrett, to reduce the Street Sweeping Program to once <br /> every two weeks in the residential areas and three times <br /> a week in the business and commercial area, resulting in <br /> a saving of $8,700 for material and of one man year of <br /> labor. <br /> Lengthy discussion continued concerning the possible <br /> need for switchboard assistance to reply to complaint <br /> calls from citizens; the fact that there are presently <br /> many complaints about the litter in the downtown area; <br /> the possible increased cost of maintaining storm drains; <br /> the fact that most residents can be expected to accumu- ma <br /> late two weeks' debris rather than dispose of the mate- <br /> rial elsewhere; the necessity for the public to change <br /> -5- <br /> Budget <br /> Study <br /> 5/31/75 <br />
