399 <br /> habits if savings are to be made from reducing City <br /> services; and the possibility of reducing Street Sweep- <br /> ing on a trial basis to attempt to make a saving. <br /> Margaret Carli, Emerald Hill Road, suggested the City <br /> pick up leaves, compost them and sell the material. <br /> Mr. Pusich advised that large compost deposits create <br /> a health hazard because of odors, flies and other un- <br /> desirable insects, and suggested that those who would <br /> not pick up leaves on their own property are unlikely <br /> prospects as customers for leaf mold. Mr. Pusich also <br /> stated that the cost of a compost operation would ex- <br /> ceed the cost of hauling leaves away as at present. <br /> Ron Soucy, suggested that leaves which will collect <br /> becau"-se of the reduction in street sweeping, will <br /> create storm drain problems and no saving will be <br /> realized. <br /> Andy Bacigalupi, (see above), suggested the Public Works <br /> Department should operate with more flexibility rather <br /> than maintain a rigid schedule for street sweeping. Mr. <br /> Fales explained that the schedule is for the leaf- <br /> falling season only and operates on the basis of experi- <br /> ence. Mr. Fales also observed that labor unions limit <br /> flexibility of workers in municipal operations as well <br /> as in private organizations. <br /> ,.. . Carl A. Tagler, 44 Parker, Atherton, described the con- <br /> duct or street sweeping activities in the Town of <br /> Atherton. <br /> It was observed that if the Council approves a reduc- <br /> tion in the Street Sweeping Program, residents should <br /> be notified both of the reduction of service and of the <br /> fact that it was undertaken to achieve a tax savings. <br /> Zuma Francis, stated that cities have to operate in the <br /> same market as everyone else and costs are rising. Mrs. <br /> Francis suggested people might ask to have their wages <br /> rolled back also. <br /> Gordon Williams, 1731 Alameda de las Pulgas, spoke in <br /> opposition To the motion, stating that street conditions <br /> in the City will deteriorate if street sweeping services <br /> are reduced. <br /> The motion carried on the following roll call vote: <br /> Ayes: Councilmen Barrett, Leipzig, Norris, Rhodes <br /> Noes : Councilmen Henderson, Williams and Mayor <br /> Weymouth <br /> (The Council recessed from 11:30 to 11:40 a.m. ) <br /> Frank Esposito (see above), described his experiences <br /> in attempting to obtain information from County offices <br /> with regard to the amount anticipated to be available to <br /> the City from property taxes this year, and inquired as <br /> to where the City Manager had been able to obtain figures. <br /> -6- <br /> Budget <br /> Study <br /> 5/31/75 <br />
