400 <br /> City Manager Fales described the assessment procedures <br /> and advised that because precise amounts cannot be <br /> known until July, the 1975-1976 Budget must be based on <br /> estimates with regard to new construction and reassess- <br /> ' ments . He explained the practice of automatic tax rate <br /> cuts or increases depending on final figures from the <br /> tax rolls . It was observed that extremely accurate <br /> estimates of revenues have always been made . .,,,r <br /> Mr. Fales commented on the present tax situation with <br /> regard to HMB 1, the Hughes barge, and the need for <br /> information regarding its use from Lockheed so that it <br /> may be assessed in accordance with law by the County. <br /> M. L. Tepley (see above) , inquired concerning the <br /> installation of red tiles in front of businesses on <br /> Broadway, asking who paid for them, how much each <br /> business contributed, and the source of the funds. Mr. <br /> Fales explained that state gas tax revenues, sales tax <br /> and federal general revenue sharing funds were used to <br /> improve traffic circulation in the downtown, to improve <br /> private values and encourage redevelopment of the down- <br /> town and to create a better environment there. Mr. Fales <br /> advised that all improvements were made in the public <br /> right-of-way, and it is the City' s expectation that <br /> individual` property owners will improve their property, <br /> all resulting in increased assessed value of the area. <br /> Director of Public Works Pusich advised that his depart- <br /> ment was able to obtain tiles to match streetwork for <br /> Poi <br /> the property owners who wished to use it . The property <br /> owners then paid for their own tiles and their installa- <br /> tion. Imam <br /> Mr. Fales further advised that landscaping of the down- <br /> ' town and maintenance of it are both part of the total <br /> project. <br /> Barney Barnes, advised that as a part-owner of a small <br /> downtown business, he believes residents are fortunate <br /> that business property was not reassessed this year, <br /> since such assessments are based on income which has <br /> been greatly reduced during the past year. <br /> Councilman Rhodes distributed a copy of a letter from <br /> the Commander of Chapter #136 of the Disabled American <br /> Veterans addressed to the City regarding space rental <br /> for meetings and advised he will bring up the subject <br /> later. <br /> (The Council recessed for lunch from 12:03 to 1:40 p.m. ) <br /> City Manager Fales again referred to the report of May <br /> 30, 1975 of the Director of Public Works calling atten- <br /> tion to the section on the Sidewalk Program. Mr. Fales pug <br /> advised that the City has accepted the responsibility <br /> of sidewalk replacement where the damage was caused by „, , <br /> street trees .
