Mr. Fales advised that it <br /> is not a proper subject for the meet and confer process, " <br /> but is a federal emergency employment program to provide <br /> jobs at the local government level for an unspecified <br /> and temporary length of time . <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> ; man Barrett, to approve the Emergency Jobs Program as <br /> submitted to the Manpower Planning Administration as <br /> described in the City Manager ' s report of January 16, <br /> 1975 on the subject. <br /> Michael Baratz (see above) stated that he believes a. <br /> meet and confer session with City staff would be in order <br /> and suggested his organization would resort to the griev- <br /> ance procedure on the matter if the program is approved <br /> by the Council without such a session. <br /> In response to suggestion that Mr. Baratz ' request might <br /> be a proper subject for an executive session, Mr. Fales <br /> stated that the public should have an opportunity to <br /> understand that the program is a federal one to be ad- <br /> ministered by the EOC and that participation by the City <br /> is voluntary. He observed that filing of a grievance '""'"' <br /> procedure might result in the allocation of employees <br /> to Redwood City being held up. __ <br /> Miguel Maldonado, 152 Oak Avenue, inquired regarding how <br /> the determination was made as to the type of worker needed <br /> by the City under the subject program. Assistant City <br /> Manager Smith explained that the jobs were requested in <br /> areas of need and that the recruiting and screening will <br /> be done by the EOC on the basis of criteria established <br /> for the program. <br /> Mr. Maldonado also inquired concerning City participation <br /> as an agent in another (Department of Commerce) employ- <br /> ment program and was advised by staff that it is more <br /> economical to have the county act as the program agent. <br /> Michael Baratz (see above) asked that his statement that <br /> it is not the desire of Local 715 to scuttle a. federal <br /> welfare program and that he did not threaten a grievance <br /> procedure if the motion carries, but is concerned for <br /> present City employees be placed in the record . <br /> The motion carried unanimously by roll call vote. <br /> (MINUTE ORDER NO. 75-19) <br /> -4- <br /> Reg.Mtg. <br /> 1/20/75 <br />
