11 <br /> Parks and Recreation (continued) <br /> In response to question regarding the permanent part- <br /> time employee proposed for the Marina, Mr. Weeks advised <br /> that it is less costly and more efficient for the City <br /> to have one permanent parttime employee than several <br /> extra people just during the summer. It was pointed <br /> out that the Marina is entirely self-supporting. <br /> In response to question regarding the large differences <br /> in total expenditures between 1972-73 and the present <br /> (Page 80) , Mr. Weeks advised that the figures do not <br /> reflect the same things, since the department was con- <br /> solidated, and should not be compared. <br /> Attention was called to the report of the City Manager <br /> of May- 28, 1975 regarding unappropriated special de- <br /> posits concerning the $5,682 .80 contributed by the San <br /> Francisco Forty-Niners and the Chamber of Commerce, <br /> noting that the $5,500 representing the 49er contribu- <br /> tion must be spent for "youth activities . " <br /> AMENDMENT TO MOTION : Councilman Norris moved, seconded <br /> by Councilman Rhodes, that the unappropriated special <br /> deposits be applied to the Police Depa ent Police (See page 34) <br /> Youth Club budget, since that Club is n4t carried by <br /> the Police Department, representing a cut of $5,682 .80. <br /> SM. L. Tepley (see above) spoke in opposition to the pro- <br /> posed amendment, remarking that the money is being spent <br /> to entertain youth. <br /> The amendment carried unanimously by voice vote . <br /> John Brophy suggested that it appears that there are too <br /> many administration personnel for the number of employees <br /> shown on page 78. It was explained that the positions <br /> listed are those of permanent employees, but that there <br /> are large numbers of parttime employees who are employed <br /> as leaders, instructors, etc . at various times and who <br /> require supervision, but are listed elsewhere with other <br /> parttime employees. <br /> City Manager Fales advised that there has been some dis- <br /> cussion concerning turning the marina over to the Port <br /> so that both would be under the same administration. <br /> Alice Ogden (see above) suggested that the marina is a <br /> recreation facility being subsidized for the pleasure <br /> of one particular group . Mayor Weymouth explained that <br /> the marina is entirely self-supporting and is operated <br /> at no cost to the taxpayer. Councilman Norris suggested <br /> that Mr. Fales might have a report prepared to include <br /> ' both full and parttime employees in the Parks and Recrea- <br /> tion Department which would make the need for supervision <br /> more evident. <br /> The motion as amended carried unanimously by roll call <br /> vote. - <br /> (The Council recessed from 10 :40 to 10 :50 a.m. ) <br /> -11- <br /> Budget <br /> Study <br /> 6/7/75 <br />
