13 <br /> Capital Improvements Program- General City (continued) <br /> construction pending receipt of the Human Resources <br /> Plan; the fact that Phase II expansion has already been <br /> anticipated as part of the total plan for the Center; <br /> the fact that too much cutting back was done in con- <br /> nection with the original project, resulting in certain <br /> inefficiencies now; the immediate popularity of the <br /> Center resulting in unanticipated extremely heavy use; <br /> the difficulties encountered in attempting to use the <br /> building as planned because of noise and other problems <br /> created by the heavy use; and the desirability of main- <br /> taining the Center where it is evidently meeting com- <br /> munity needs. <br /> Mrs. Zuma Francis (see above) advised that she is a <br /> participant in the hot meal program at the Center and <br /> urged that air conditioning be installed in the dining <br /> area as there are no windows in that part of the build- <br /> ing. Mrs. Francis spoke in opposition to the motion, <br /> suggesting that the Center provides recreation and en- <br /> tertainment for low income people. <br /> POINT OF ORDER: Because of disorderly behavior of some <br /> members of the audience in making remarks, it was re- <br /> quested the members of the audience speak only when <br /> recognized and address themselves to the motion. <br /> Mr. Vega, Fair Oaks Community Center youth representative, <br /> spoke in opposition to the motion, stating that youth in <br /> the community need the Center. <br /> Lorene Wilson, member of the FOCC Advisory Board, spoke <br /> in opposition to the motion, stating that expansion is <br /> needed for youth activities. <br /> Robert Powell, . 348 4th Street, advised that he works on <br /> a voluntary basis for FOCC and is a member of the Com- <br /> mission on Aging. Mr. Powell stated that he cannot <br /> teach arts and crafts as the Center is presently fur- <br /> nished, although such instruction was anticipated in <br /> the original planning. Mr. Powell also urged that <br /> greater recreation use of the building for youth and <br /> seniors be developed. It was explained that the build- <br /> ing was specifically not designed for recreation use. <br /> Cliff Boxley, PROBE, objected to limiting the time of <br /> speakers. Mr. Boxley spoke in opposition to the motion <br /> stating that growing social problems in the community <br /> require expansion of the center and urged the City to <br /> attempt to obtain greater funding from the State and <br /> federal governments . <br /> Manuel Maldonado, Chairman of the FOCC Advisory Board, <br /> urged cuts be made in all parts of the Budget, not just <br /> at the FOCC. <br /> Discussion continued concerning the budgeted construction <br /> of a recreation room which might make the Center more <br /> workable for all using it. <br /> -13- <br /> Budget <br /> Study <br /> 6/7/75 <br />
