14 <br /> Capital Improvements Program - General City (continued) <br /> Ron Soucy (see above) recommended the City should delay <br /> construction, suggesting a depression now exists . <br /> Joyce Launderville, 131 Wellesley Crescent, reported <br /> that she had visited the Center yesterday and was not <br /> allowed to see the building when she asked to do so . <br /> Mr. Fales advised that the Center is owned and operated <br /> by the City with contributions from the County and is <br /> open to everyone in the entire community, not just those <br /> residing in the neighborhood . He said he regretted any- <br /> one being made to feel unwelcome there and would discuss <br /> the matter with the Coordinator. <br /> Margaret Campbell, advised that she had accompanied Mrs. <br /> Launderville and confirmed her statement as to the nega- <br /> tive responses to their questions and request to see the <br /> building. <br /> David Wheaton, spoke in opposition to the motion, stating <br /> that recreation activities are noisy at meeting times <br /> and another room is needed. <br /> Diana Walter, 3651 Highland, spoke in support of the <br /> motion, stating that if plenty of money were available, <br /> she would be in favor of expansion, but budget cuts are <br /> now desirable, and those using the facility will have <br /> to continue as at present. <br /> Mr. Luca (see above) spoke in support of the motion and <br /> urged the City to attempt to get state and federal support. <br /> It was explained that the building was constructed partly <br /> through the use of a substantial federal Housing and Urban <br /> Development neighborhood facilities grant . <br /> Mildred Clute, 2303 Hopkins, suggested charitable founda- <br /> tions might be contacted and asked to make contributions <br /> to expand the building. <br /> Reminder was made that the proposed construction at the <br /> FOCC will not be funded from property tax revenue . <br /> Lawrence Lear stated he lives in the Fair Oaks area and <br /> suggested that the building was not constructed properly <br /> with adequate recreation facilities. Mr. Fales reiterated <br /> that the Center was never intended as a recreation center <br /> and as such would not have qualified for the federal funds <br /> with which it was largely built. <br /> Citizen, Country Club Drive, spoke in opposition to the <br /> motion and urged expansion of the Center, suggesting <br /> such construction would be more economical in the long <br /> run. <br /> Raoul Baca, Family Service Agency, 1824 Douglas, stated <br /> there is a need for expanded facilities in the low in- <br /> come area, and suggested they would provide better <br /> utilization of the building. <br /> -14- <br /> Budget <br /> Study <br /> 6/7/75 <br />
