1s
Capital Improvements Program - Parks and Recreation
(continued)
TO MOTION : Councilman Norris moved that
the total amount for entire development of Red
Morton Community Park be set at $600,000, including
that which has been spent, and ask the Park and
Recreation Commission to scale down plans accord-
ingly, with $150,000 to be left in the Budget
this year.
The amendment died for lack of a second.
The motion as amended then carried on the following
roll call vote :
Ayes : Councilmen Barrett, Leipzig, Rhodes,
Williams
Noes : Councilmen Henderson, Norris and Mayor
Weymouth
City Manager Fales and City Controller Ference ad-
vised that the result of the motion would be to
reduce the amount budgeted for Red Morton Community
Park by $199,620, leaving a balance of $79,380 to
cover cost of design and paving of the parking area
and construction of restroom facilities, the picnic
area and bocce ball courts .
Mezes Park
MOTION: Councilman Rhodes moved to eliminate the
$49,000 budgeted for completion of Mezes Park in
accordance with the General Plan.
The motion died for lack of a second.
Palm Avenue Park
In response to question, City Manager Fales advised
that the subject proposed park is a pleasant area
with trees excellently located next to the YMCA,
and the proposal is merely to provide open space
area for passive park activities by irrigating and
turfing the area.
Mr. Luca (see above) suggested there is duplication
of park space in the area, observing that Hawes Park
is nearby. It was explained that a baseball diamond
is not considered a restful park and that about 600
people in the neighborhood had requested the site
be made into an attractive area for passive use of
those living in the densely populated apartment area.
Mr. Ornelas, 553 Vera, stated that the City owns
the land and urged that it be developed as a simple
open space park immediately.
Mrs . Wymer stated that her neighborhood has only a
school yard and would also like to have a neighbor-
hood park.
-16-
Budget
Study
6/7/75
