1 7 <br /> Capital Improvements Program - Parks and Recreation <br /> (continued) <br /> Cliff Boxley (see above) urged that more small <br /> restful parks be developed in the high density <br /> areas of the City. <br /> Capital Improvements Program - Streets <br /> Broadway-Downtown, Phase III <br /> MOTION: Councilman Williams moved, seconded by <br /> Councilman Norris, to add the approximately <br /> $200,000 reduced from the proposed budget for <br /> Phase III of Red Morton Community Park and returned <br /> to the capital outlay fund to the amount budgeted <br /> for the Downtown Project in order that the project <br /> may be accelerated and all project items presently <br /> out to bid may be completed . <br /> Mrs. Launderville (see above) suggested the $200,000 <br /> remain in the capital outlay fund and not be used <br /> to complete the Downtown Project. She suggested <br /> that the project could be stopped now and not com- <br /> pleted. <br /> Discussion followed concerning the need to complete <br /> the middle part of the project; the desirability of <br /> completing the project as soon as possible as an <br /> investment so that anticipated increased sales tax <br /> revenues will be forthcoming sooner; the expected <br /> general improvement by downtown property owners to <br /> enhance the area and increase sales through greatly <br /> improving the environment; and the false economy <br /> of any delay on the project. <br /> The motion carried on the following roll call vote : <br /> Ayes : Councilmen Barrett, Henderson, Leipzig, <br /> Norris, Williams and Mayor Weymouth <br /> Noes : Councilman Rhodes <br /> (The Council recessed from 2 :40 to 2 :50 p .m. ) <br /> Capital Improvements Program - Storm Drains <br /> Nimitz Creek Drain <br /> MOTION: Councilman Norris moved, seconded by <br /> Councilman Barrett, to delete the $26,000 allocated <br /> for improvement of Nimitz Creek Drain. <br /> It was pointed out the deletion has no effect on <br /> the property tax rate, as the funds are returned to <br /> the bond fund. <br /> The motion carried unanimously by voice vote . <br /> -17- <br /> Budget <br /> Study <br /> 6/7/75 <br />
