30 <br /> Award of bid - Mezes Park, Phase I <br /> City Manager Pales referred to his report of June 6, 1975 <br /> regarding the subject bid and attaching copy of a re- <br /> port from the Director of Public Works dated June 6. <br /> MOTION: Title having been read, Councilman Henderson <br /> introduced the following resolution and moved, seconded <br /> by Councilman Leipzig, its adoption: <br /> RESOLUTION NO. 7423 AWARDING CONTRACT FOR CON- <br /> STRUCTION OF MEZES PARK (FIRST PHASE) ; REJECTING <br /> ALL OTHER BIDS RECEIVED; AUTHORIZING EXECUTION OF <br /> CONTRACT FOR SAID WORK; AND DIRECTING RETURN OF <br /> SECURITY DEPOSIT <br /> The resolution was adopted unanimously by roll call vote. <br /> Proposed guidelines for Council recognition <br /> City Manager Fales referred to his report of May 2, 1975 <br /> recommending adoption of the proposed guidelines and <br /> attaching copy of a proposed policy prepared by the <br /> City Clerk. <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Williams, to approve the guidelines for Council <br /> recognition as transmitted by the report of the City <br /> Manager of May 2, 1975. <br /> The motion carried unanimously(Mby voice vote. <br /> ORDER 75-107) <br /> Report re Government Affairs Program <br /> (Councilman Norris arrived at 8 :30 p .m. ) <br /> City Manager Fales referred to his report of June 6, 1975 <br /> regarding Government Affairs Program student riders in <br /> patrol cars . Mr. Fales read the report of Police Chief <br /> Bold dated May 28, 1975 explaining reasons for elimina- <br /> ting the student riders aspect of the GAP. Mr . Pales <br /> advised that both he and the Police Chief regret the <br /> necessity of eliminating the program, observing that <br /> all departments are maximizing their efforts to improve <br /> efficiency, and the duties of police officers and the <br /> priorities of their duties in patrol cars prompt the <br /> discontinuance of the program. Mr. Fales stated he <br /> will hope to work with Franklin Shiffrin, Coordinator <br /> of GAP, to determine if there is some more desirable <br /> way students can become familiar with the police func- <br /> tions in the community. <br /> Franklin Shiffrin, Coordinator of GAP, stated that his <br /> office appreciates the burden the ride-along program <br /> placed on the Police Department, but that the students <br /> believed the program to be valuable . Mr. Shiffrin ad- <br /> vised he would be happy to work with the City in setting <br /> up another program as suggested by the City Manager. <br /> -4- <br /> Reg.Mtg. <br /> 6/9/75 <br />
