31 <br /> It was pointed out that the City Council may not inter- <br /> ject itself in the administration of the City, their <br /> duty being to select a city manager to whom department <br /> heads report. <br /> Chris McKay, 45 Hillview, stated she had enjoyed the <br /> student rider program, observing that it was of benefit <br /> to students to observe police officers on duty.
