79 <br /> MOTION : Resolution having been read, Councilman <br /> Henderson moved, seconded by Councilman Leipzig, its <br /> adoption: <br /> RESOLUTION NO. 7444 EXPRESSING SINCERE APPRECIATION <br /> AND GRATITUDE FOR THE DONATION OF THE RICHARD N. <br /> SCHELLENS HISTORICAL COLLECTION TO THE LIBRARY OF <br /> THE CITY OF REDWOOD CITY <br /> The resolution was adopted unanimously by roll call vote . <br /> Retirement of Judge Frank B. Blum <br /> Mayor Weymouth advised that a dinner will be held for the <br /> purpose of recognizing the service to the community of <br /> retiring Superior Court Judge Frank B. Blum and that <br /> members of the City Council wish to express their appre- <br /> ciation also and their best wishes for a rewarding and <br /> enjoyable retirement . <br /> MOTION: Title having been read, Councilman Leipzig in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Henderson, its adoption: <br /> RESOLUTION NO. 7445 COMMENDING AND CONGRATULATING <br /> JUDGE FRANK B. BLUM UPON THE OCCASION OF HIS RETIRE- <br /> MENT AS SUPERIOR COURT JUDGE <br /> The resolution was adopted unanimously by roll call vote. <br /> Approval of Minutes - July 14, 1975 <br /> MOTION : Councilman Norris moved, seconded by Councilman <br /> Rhodes, to approve the Minutes of the City Council meeting <br /> of July 14, 1975 as submitted. <br /> The motion carried unanimously by voice vote . <br /> Redevelopment Survey Area <br /> City Manager Fales referred to his report of July 18, 1975 <br /> reviewing the background of the Downtown Redevelopment <br /> Plan and bringing its status up-to-date. <br /> Discussion followed and Mr. Fales and City Attorney <br /> Schricker commented and replied to questions concerning <br /> requirements of the Council serving as the Redevelopment <br /> Agency with regard to meetings and by-laws; the fact that <br /> if the proposed survey area is adopted at this time it <br /> will go to the Planning Commission and be returned to the <br /> Redevelopment Agency; the need for separation of activities <br /> of the Agency and the Council; the use of tax allocation <br /> bonds; the fact that the survey area may in certain cases <br /> be altered at a later date if desirable; the school dis- <br /> trict ' s knowledge of the redevelopment plans; and that <br /> only ad valorem tax is affected by the tax allocation <br /> bond program. <br /> -2- <br /> Reg.Mtg. <br /> 7/21/75 <br />
