84 <br /> n <br /> 4 <br /> MOTION: Title having been read, Councilman Barrett in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Leipzig, its adoption: <br /> RESOLUTION NO. 7446 DESIGNATING AN AREA WITHIN THE <br /> CITY OF REDWOOD CITY AS A SURVEY AREA <br /> The resolution was adopted unanimously by roll call vote. <br /> Traffic - Circle Star Theatre area <br /> City Manager Fales referred to his report of July 17, 1975 <br /> regarding traffic problems in the area of Circle Star <br /> Theatre and attaching a report from the Director of Public <br /> Works dated June 27. <br /> In response to Council request, Mr. Pales read for the <br /> benefit of the audience the recommendations that the <br /> Council might adopt now and the items being processed <br /> by the City of San Carlos in a joint attempt to alle- <br /> viate the problems. Mr. Fales also advised of the <br /> assistance anticipated to be undertaken by Circle Star <br /> Theatre management. <br /> Councilman Leipzig advised that she will abstain from <br /> voting on the subject matter because of possible conflict <br /> of interest. <br /> Discussion followed and Mr. Fales and City Attorney <br /> Schricker commented and replied to questions concerning <br /> possible insurance problems suggested by the Theatre; <br /> the need for the Theatre to request a permit to barri- <br /> cade the streets although the City is willing to allow <br /> them to do so at certain times; the kinds of liability <br /> which might be faced; whether or not it might be desir- <br /> able to delay consideration of the subject until the <br /> appropriate action in requesting the permit has been <br /> taken by the Theatre; the desirability of finding a <br /> solution to the traffic situation at this time because <br /> of the current active theatre season; and the matters <br /> discussed in the negotiations conducted with the Theatre <br /> involving Police Chief Bold and Traffic Engineer Gee. <br /> Mr. Schricker requested that Councilman Leipzig not par- <br /> ticipate in the discussion along with not voting on the <br /> subject item. <br /> MOTION: Councilman Norris moved to continue the item <br /> until the next regularly scheduled meeting which is on <br /> August 4. <br /> The motion died for lack of a second. <br /> MOTION : Councilman Henderson moved, seconded by Council- <br /> man Norris, that the matter concerning alleviation of <br /> traffic problems in the Circle Star Theatre area be held <br /> until there is an opportunity for all parties involved to <br /> meet and review the matter; the matter to be returned to <br /> Council at the appropriate time. <br /> -3- <br /> Reg.Mtg. <br /> 7/21/75 <br />
