Council discussion continued and attention was called to
the letter of July 17 from the General Manager of the
Theatre to the City Manager and the need for cooperation
of all concerned.
Traffic Engineer Gee read from the report of the Director
of Public Works observing that it is the intention of his
office that if any or all parties fail to execute their
commitment within a reasonable period of time, or if the
measures being taken do not measurably reduce the traffic
problems now existing and no other alternatives are avail-
able, Item 3 of the City Council ' s Minute Order No. 74-199
which states "that traffic currently existing in the Circle
Star Theatre parking lot and that from the residential
areas of G Street should not be allowed to make left turn
movements following performances at the Circle Star Theatre"
will be implemented without further delay.
The motion carried on the following roll call vote :
Ayes : Councilmen Henderson, Norris, Rhodes
Noes : Councilman Barrett and Mayor Weymouth
Abstain : Councilman Leipzig
(MINUTE ORDER NO. 75-142)
Federal Flood Insurance Program
City Manager Fales referred to his report of July 18, 1975
regarding the subject program, noting that the City took
serious issue with the preliminary flood hazard boundary
maps sent to the City in August 1974 and disputed the con-
clusions reached therein. Mr. Fales advised that the City
anticipates receiving a preliminary copy of the revised
Flood Hazard Boundary Map in accordance with the advice
contained in the letter to the City Manager of July 15,
1975 from Richard W. Krim, Assistant Administrator for
Flood Insurance, Department of Housing and Urban Develop-
ment, Washington, D. C.
Director of Public Works Pusich referred to maps displayed
in the Chambers showing the original boundaries and the
revised boundaries, noting that previously the maps indi-
cated the entire Downtown and adjacent areas were within
flood hazard boundaries.
Discussion followed and Mr. Fales and Mr. Pusich commented
and replied to questions from Council concerning the flood
potential of various areas of the City; the substantial
economies for property owners resulting from the staff
victory in obtaining changes in the flood hazard maps;
and the cost to the City in staff time in correcting
federal maps so that they reflect the true flood hazard
in the City.
MOTION: Titles having been read, Councilman Henderson in-
troduced the following resolutions and moved, seconded by
Councilman Norris, their adoption:
-4-
Reg.Mtg.
7/21/75
