ev <br /> RESOLUTION NO. 7447 AUTHORIZING AN APPLICATION FOR <br /> PARTICIPATION IN THE NATIONAL FLOOD INSURANCE PRO- <br /> GRAM; AND DIRECTING COMPLIANCE WITH OBJECTIVE OF <br /> THE SAID NATIONAL FLOOD INSURANCE PROGRAM <br /> RESOLUTION NO. 7448 DETERMINING THE POLICY OF THE 111 CITY OF REDWOOD CITY FOR SPECIAL FLOOD HAZARD AREAS <br /> REGARDING APPROVALS FOR BUILDING PERMITS, SUB- <br /> DIVISIONS, AND WATER SUPPLY AND SANITARY SEWAGE <br /> SYSTEMS IN THE CITY OF REDWOOD CITY <br /> The resolutions were adopted unanimously by roll call <br /> vote . <br /> (The Council recessed from 9:00 to 9:12 p.m. ) <br /> City Manpower Program, Titles II and VI; <br /> Comprehensive Employment and Training Act, 1973 <br /> City Manager Fales referred to his report of July 17, 1975 <br /> regarding the subject program and attaching the proposed <br /> Manpower Program. <br /> Discussion followed and Mr. Fales, Assistant City Manager <br /> Smith and City Attorney Schricker replied to questions <br /> and commented concerning the number of jobs likely to be <br /> available ; the administration of the program and the fee <br /> allowable for such administration; the experience of the <br /> Urban League in administering such Programs; the tem- <br /> porary nature of the jobs available, the requirements <br /> with regard to personnel, training and office space if <br /> the City were to handle administration; the desirability <br /> of commencing the program as soon as possible so that <br /> persons participating may obtain the available jobs <br /> promptly and gain some experience; the fact that it is <br /> acknowledged the program is not necessarily set up in <br /> the best possible way from all points of view, but that <br /> it is the program presently being offered by the federal <br /> government and advantage should be taken of it; and the <br /> necessity of consulting, rather than meeting and confer- <br /> ring, with the union representing certain municipal em- <br /> ployees concerning the jobs to be offered under the <br /> program. <br /> Miguel Maldonado, Chairman of the Fair Oaks Community <br /> Center Advisory Board, asked if it is possible to separate <br /> programs under Title II and Title VI. Mr. Smith advised <br /> that it may be possible, but the subject was not pursued. <br /> Mr. Maldonado objected to the selection of the Bay Area <br /> Urban League to administer the program, suggesting they <br /> have not done a good job in the past. Mr. Smith explained <br /> that no other agency known at this time has the requisite <br /> experience and advised that many of the problems attributed <br /> to the Urban League in the past occurred because of the <br /> abdication of responsibility of others and should not re- <br /> flect unfavorably upon the League . <br /> Mr. Maldonado stated he would support the staff recommen- <br /> dation that the City become a program agent for CETA <br /> -5- <br /> Reg.Mtg. <br /> 7/21/75 <br />
