100 <br /> AN ORDINANCE FIXING THE AMOUNT OF MONEY TO BE <br /> RAISED BY TAXATION UPON THE TAXABLE PROPERTY <br /> WITHIN GENERAL IMPROVEMENT DISTRICT NO. 1-64 TO <br /> PROVIDE FUNDS FOR GENERAL IMPROVEMENT DISTRICT <br /> NO. 1-64, AND FIXING AND LEVYING THE TAX RATE <br /> THEREFOR <br /> ORDINANCE APPROPRIATING $4,525.00 FROM UNAPPRO- <br /> PRIATED BALANCE OF WATER FUND TO, AND APPROPRI- <br /> ATING $19,115.00 FROM UNAPPROPRIATED BALANCE OF <br /> SEWER FUND TO, GENERAL IMPROVEMENT DISTRICT NO. <br /> 1-64 FACILITIES BOND INTEREST AND REDEMPTION FUND <br /> The ordinances were approved unanimously by voice vote. <br /> El Camino Real Improvement Project <br /> Assistant City Manager Smith referred to the Manager' s <br /> report, of August 8, 1975 attaching a memorandum from the <br /> Director of Public Works dated August 4 presenting a <br /> status report on the subject project. Mr. Smith ad- <br /> vised that Council is requested by the State to reaffirm <br /> approval of the design adopted on December 18, 1972 and <br /> that staff recommendation is that Council do so. <br /> Director of Public Works Pusich reviewed the history of <br /> the project, noting that three informational clinics and <br /> two official public hearings were held in November and <br /> December 1972 leading to the Council adoption on <br /> December 18, 1972 of Alternate Improvement Plan No. <br /> Three . Mr. Pusich further advised that the State has <br /> taken two and one-half years to review the adopted plan <br /> and is now in agreement with it, provided there is an <br /> 18-month trial period. Mr. Pusich described the arrange- <br /> ments with the State and the County regarding funding of <br /> the project and the manner in which the trial can be <br /> handled at minimum cost. <br /> In response to questions, Mr. Pusich stated that while <br /> official public hearings were held and a plan adopted, <br /> staff believes it would be useful to conduct an infor- <br /> mational public hearing at this time in order to bring <br /> the public up to date with regard to the project. He <br /> advised that until the cooperative agreements are signed, <br /> the Council will not have committed itself, and that the <br /> State District office requests reaffirmation of approval <br /> of the Plan before sending it to Sacramento. <br /> Discussion followed and Mr. Pusich replied to questions <br /> and commented regarding details of the Plan with regard <br /> to parking; whether or not businessmen could anticipate <br /> any hardship with regard to loss of parking spaces; the <br /> fact that the Plan provides easier parking movements, <br /> although there will be fewer spaces; the fact that the <br /> trial period need not be continued for 18 months if <br /> there is reason to believe the Plan is not successful; <br /> the desirability of conducting a trial over a period <br /> of time sufficient for adequate evaluation; the coordi- <br /> nated traffic signal system which is the key to the <br /> success of the Plan; and the anticipated benefit to <br /> businessmen and the City of an improved El Camino Real. <br /> -2- <br /> Reg.Mtg. <br /> 8/11/75 <br />
