101
In reply to question, Mr. Pusich stated that an addi-
tional information clinic was held on April 30, 1975
at which time 276 letters were sent to property owners
and businesses along the portion of El Camino Real to
be improved and only 11 persons attended the meeting.
II Al Davies, E-Z Davies Chevrolet, El Camino Real, ob-
jected to the Plan and suggested property owners and
businessmen would have been present at the April 30
meeting and this evening also to object, but they feel
the project is inevitable although they oppose it. Mr.
Davies was reminded of the lengthy official public hear-
ings and information clinics held when the Plan was
approved and that the matter is before Council at this
time merely for reaffirmation of approval of the Plan,
because of the two and one-half years required by the
State to review it.
Mr. Davies suggested that because of the many compact
and sub-compact automobiles in use, the present parking
would result in a kind of skip-parking; advised that he
approves narrower sidewalks and the underground project
provided it is a full system, and recommended the pro-
ject be approached in reverse order commencing with
installation of the undergrounding, then signals and
suggested that left turn lanes and a trial period are
not needed.
Discussion followed and Council members commented on
the great amount of time already given to consideration
of the project and the enormous opportunity which the
public, as well as property owners and businessmen, have
had to participate and contribute to that consideration.
MOTION : Vice Mayor Williams moved, seconded by Council-
man Leipzig, to reaffirm approval of the design known
as Alternative Improvement Plan No. Three and that an
informational public hearing be set for August 25, 1975.
Discussion continued regarding the need for improving
the appearance of El Camino Real; the purpose of an in-
formational public hearing; the fact that only 11 persons
of the 276 invited appeared at the April 30, 1975 clinic;
and the desire of Council and staff to provide opportunity
to the public to become familiar with the approved Plan
now that it is about to be undertaken.
City Attorney Schricker emphasized that the public hear-
ing referred to in the motion would be an informational
one only, the official public hearings having already
taken place.
The motion carried on the following roll call vote :
II Ayes : Councilmen Barrett, Henderson, Leipzig,
Williams and Mayor Weymouth
Noes : Councilman Rhodes
(MINUTE ORDER NO. 75-153)
-3-
Reg.Mtg.
8/11/75
