The Pledge of Allegiance was led by Councilman Rhodes. The Invocation was led by the Reverend Ralph Daniel of the First Baptist Church . Roll Call Councilmen present : Barrett, Henderson, Leipzig, Rhodes, Williams and Mayor Weymouth Councilmen absent : Norris Officials and staff present : City Manager Fales, Ass ' t City Attorney Maloney, Ass ' t City Manager Smith, City Clerk Hildebrand and Planning Director Schroeter, Parks and Recreation Director Weeks, Deputy Director of Public Works-Operations Mitchell, Acting Director of Buildings and Transportation Balsamo, Police Chief Bold Approval of Minutes MOTION : Councilman Henderson moved, seconded by Council- man Williams, to approve the Minutes of the Council meeting of August 25, 1975 as submitted. • The motion carried unanimously by voice vote . Application for Planned Development Permit - eight condominium units, Carlos Avenue and Leahy Street (John Pellarin, Inc . ) Mayor Weymouth declared open at 7 :33 p.m. the public hearing regarding the subject application. City Clerk Hildebrand reported that Affidavit of Publica- tion of Notice of Hearing is on file in the Clerk' s office and that no written communications were received. In response to question from Councilman Rhodes as to his eligibility to participate in the discussion and vote in view of the fact that he purchased his home from the applicant seven years ago, Assistant City Attorney Maloney advised that Councilman Rhodes may vote .
