167 <br /> Mr. Smith summarized, stating that the proposed revisions strongly <br /> emphasize employment generating commercial uses and less, more <br /> clustered residential area. <br /> Lengthy discussion followed and Mr Smith responded to questions <br /> from Council and Mr Fales regarding whether or not crossings may be <br /> needed to Foster City and Bair Island; the reasons for Mr Smith' s ; <br /> lack of support for a bridge at the eastern end of Belmont Slough, <br /> the desires of the Council and Planning Commission with regard to d z <br /> preserving options for crossings which may be required, whether the <br /> most westerly crossing locations possible at Belmont Slough and <br /> Steinberger Slough are preferable, the possible effect of deletion <br /> of crossings on interior roadways , and the extent to which such <br /> crossings must be detailed for basic General Plan principles <br /> Mr. Schroeter reported on Planning Commission considerations with <br /> regard to possible crossings, the many unknown factors which would <br /> enter into decisions involving crossings, and the desire of the <br /> Commission to preserve necessary options In response to question, <br /> Mr. Schroeter stated that the Planning Commission recommendation <br /> with regard to the entire City is that Bair Island be designated <br /> "urban reserve," but if the Island is not to be developed, then <br /> bridges might not be needed. <br /> Discussion continued and Mr Fales commented regarding prospective <br /> need for crossings, probable future development or lack of develop- <br /> ment of Bair Island and on the actions of certain federal and state <br /> agencies which constitute a take-over of the local planning process <br /> Mr. Fales suggested that city councils and their planning commissions <br /> are often prevented from properly performing their obligations with <br /> regard to planning because of the necessity of maintaining options <br /> for trade-offs in dealing with some agencies <br /> ° (The Council recessed from 8.43 to 8.55 p m ) <br /> Neil Smith added that he believes the crossing option in the area of <br /> Bridge Parkway to Foster City should be kept open, suggesting that <br /> such a crossing would not be solely for the benefit of Foster City, <br /> and calling attention to a draft copy of "Bridge Parkway Study - from <br /> Redwood Shores to U S 101 " prepared for Mobil by Barton-Aschman <br /> Associates. <br /> Pat Gibson, Transportation Planner, Barton-Aschman Associates, em- <br /> ployed by Woodward-Envicon in connection with the Parkwood 101 de- <br /> velopment, advised that he has worked for more than a year on <br /> studies presently in draft form, including the "Bridge Parkway <br /> Study" referred to by Mr Smith and on "Long Range Transportation <br /> Plan for the Redwood Peninsula: Redwood Shores , Marine World- <br /> Africa USA, and Parkwood 101 . " In reply to question, Mr Gibson <br /> stated that the studies do address consideration of specific cross- <br /> ings and that final copies will be available soon.
