189 <br /> Councilman norris observed that some of the recommendations con- <br /> tained in the consultant' s report on development of County-owned <br /> airports would, if adopted, restrict the ability of Redwood City <br /> to plan in the area of Redwood Shores and Pond A-12, and suggested <br /> that the County must make final recommendations regarding the config- <br /> uration of the airport, so that Redwood City can undertake its re- <br /> sponsibility with regard to planning <br /> Discussion followed and Mr Fales and Councilman Norris commented <br /> and replied to questions concerning anticipated increase in aircraft <br /> operations at San Carlos airport, the effect of increased noise on <br /> residents, the possibility of relocating the airport to a better <br /> site previously recommended by Redwood City, the use of Redwood <br /> City fire and police departments with regard to disaster response <br /> and mutual aid at San Carlos, the cost of such aid, the potential <br /> problems to Redwood City from an airport not located within the <br /> City, the desirability of having the County direct the consultant <br /> to study an airport site south of Harbor Boulevard before any final <br /> decision is made, the fact that the planned expansion of San Carlos <br /> airport would not make it a full general aviation airport, the com- <br /> position of present air traffic at San Carlos, whether or not when <br /> the necessary Environmental Impact Report is prepared, an alternate <br /> site can be considered, the desirability of including in the con- <br /> sultant's report some reference to the anticipated public reaction <br /> in populated areas, and the possibility of having Councilman Norris <br /> and staff members meet with Redwood City's Supervisors to discuss <br /> the matter before a final decision is considered <br /> Mr Fales stated for the record that the City has been deliberate <br /> with respect to its approach regarding the San Carlos airport and has <br /> not become entangled in problems of Redwood Shores, overflights, etc , <br /> but has tried to bolster County efforts to study a reasonable future <br /> path for general aviation in the County - in San Carlos as well as <br /> in Half Moon Bay Mr. Fales noted that the general positions ex- <br /> pressed in Councilman Norris ' memo have been reiterated several <br /> times to the County Board of Supervisors in writing and before them, <br /> before the Regional Planning Commission and before the Airport Land <br /> Use Committee, with the request that all options be reviewed and <br /> evaluated in detail Mr Fales added that the City has always con- <br /> sidered the matter from the point of view of the airport and its use <br /> MOTION Councilman Henderson moved, seconded by Councilman Williams, <br /> to approve the recommendations of Councilman Norris, Council repre- <br /> sentative on the Airport Land Use Committee, in his report of <br /> November 7, 1975 <br /> (Recommendations are as follows <br /> 1 Any expansion of the San Carlos Airport, which would allow <br /> an increase in operations , and/or an increase in the size <br /> and power of aircraft, has been opposed <br /> 2 Redwood City has and will continue through appropriate land <br /> use planning, to protect the San Carlos Airport at its <br /> present size and level of operation <br /> 3 Improvements to the airport which will enhance operational <br /> safety for the types of aircraft which would normally be <br /> expected to use an airport of this size, has been supported. <br /> -3- <br /> Reg Mtg <br /> 11/10/75 <br />
