BARRETT P D BOX 468 MARY W HENDERSON REDWOOD CITY, CA 94064 MARGUERITE LEIPZIG ROBERT E NORRIS WILLIAM C RHODES M I N U T E S JAMES S WILLIAMS BOARD OF SUPERVISORS CHAMBERS 401 MARSHALL STREET NOVEMBER 17, 1975 Regular Meeting The Council of the City of Redwood City acting as the Redevelopment Agency met on this date at 7 58 p m with Chairman Weymouth presiding Roll Call Members present Ray A Weymouth, Michael J Barrett, Mary W Henderson, Robert E Norris, William C Rhodes, James S Williams Members absent Marguerite Leipzig El Camino Real I Project Area (area bounded by El Camino Real , the Southern Pacific Railroad Tracks, Jefferson Avenue, and the general vicinity of Broadway) City Manager Fales referred to the Planning Commission letter transmitting the written record of the proceedings pertaining to El Camino Real I Pro- ject Area for Redwood City stating that the preliminary report on the Pro- ject Area is being referred to the Redevelopment Agency for consideration Mr Fales observed that if the proposed resolution accepting and approving the preliminary plan is adopted, then the Planning Director will be authorized to prepare a Redevelopment Plan based thereon In response to questions from Mr Rhodes as to whether the redevelopment process depends on the power of eminent domain and whether it is possible to include a statement that no successful business be included in the Area, Mr Fales advised that it is possible not to do anything in the Area and that the power of eminent domain is authorized by law as part of the re- development process Mr Fales noted that use of eminent domain requires reimbursement at full market value, that at present there is no Redevelop- ment Plan and no recommendation regarding use of eminent domain, and that a redevelopment agency is more constrained with respect to definition of goals than is a city council in that regard City Attorney Schricker advised that the law provides that present owners of property in a redevelopment area may participate in the Redevelopment by signing certain documents , however, the only matter before the Agency at this time is whether studies of the area proposed for redevelopment may be made In response to question regarding exclusion of certain properties in the 2600 block of Broadway which adjoin the proposed El Camino Real I Project Area, Planning Director Schroeter advised that Project III includes properties facing on Broadway, except for properties owned by Southern Pacific 11/17/75 Mtg #1
