BARRETT P D BOX 468 <br /> MARY W HENDERSON REDWOOD CITY, CA 94064 <br /> MARGUERITE LEIPZIG <br /> ROBERT E NORRIS <br /> WILLIAM C RHODES M I N U T E S <br /> JAMES S WILLIAMS <br /> BOARD OF SUPERVISORS CHAMBERS <br /> 401 MARSHALL STREET <br /> NOVEMBER 17, 1975 <br /> Regular Meeting <br /> The Council of the City of Redwood City acting as the Redevelopment Agency <br /> met on this date at 7 58 p m with Chairman Weymouth presiding <br /> Roll Call <br /> Members present Ray A Weymouth, Michael J Barrett, Mary W Henderson, <br /> Robert E Norris, William C Rhodes, James S Williams <br /> Members absent Marguerite Leipzig <br /> El Camino Real I Project Area (area bounded by El Camino <br /> Real , the Southern Pacific Railroad Tracks, Jefferson <br /> Avenue, and the general vicinity of Broadway) <br /> City Manager Fales referred to the Planning Commission letter transmitting <br /> the written record of the proceedings pertaining to El Camino Real I Pro- <br /> ject Area for Redwood City stating that the preliminary report on the Pro- <br /> ject Area is being referred to the Redevelopment Agency for consideration <br /> Mr Fales observed that if the proposed resolution accepting and approving <br /> the preliminary plan is adopted, then the Planning Director will be <br /> authorized to prepare a Redevelopment Plan based thereon <br /> In response to questions from Mr Rhodes as to whether the redevelopment <br /> process depends on the power of eminent domain and whether it is possible <br /> to include a statement that no successful business be included in the Area, <br /> Mr Fales advised that it is possible not to do anything in the Area and <br /> that the power of eminent domain is authorized by law as part of the re- <br /> development process Mr Fales noted that use of eminent domain requires <br /> reimbursement at full market value, that at present there is no Redevelop- <br /> ment Plan and no recommendation regarding use of eminent domain, and that <br /> a redevelopment agency is more constrained with respect to definition of <br /> goals than is a city council in that regard <br /> City Attorney Schricker advised that the law provides that present owners <br /> of property in a redevelopment area may participate in the Redevelopment <br /> by signing certain documents , however, the only matter before the Agency <br /> at this time is whether studies of the area proposed for redevelopment may <br /> be made <br /> In response to question regarding exclusion of certain properties in the <br /> 2600 block of Broadway which adjoin the proposed El Camino Real I Project <br /> Area, Planning Director Schroeter advised that Project III includes properties <br /> facing on Broadway, except for properties owned by Southern Pacific <br /> 11/17/75 <br /> Mtg #1 <br />
