203. 1 <br /> MOTION Title having been read, Mr Williams introduced the following <br /> resolution and moved, seconded by Mr. Barrett, its adoption <br /> RESOLUTION NO RD 75-1 ACCEPTING AND APPROVING PRELIMINARY PLAN <br /> FOR REDEVELOPMENT OF SELECTED PROJECT AREA, DIRECTING TRANSMITTAL <br /> OF CERTAIN INFORMATION RELATING THERETO TO THE SAN MATEO COUNTY <br /> AUDITOR AND TAX ASSESSOR, AND DIRECTING PLANNING DIRECTOR TO <br /> PREPARE REDEVELOPMENT PLAN BASED THEREON <br /> Mr. Norris requested that the criteria contained in the staff report of <br /> October 21 , 1975 on the Project Area which have been met with regard to <br /> a preliminary redevelopment plan be included in the Minutes, as follows <br /> "According to the State Law, a Preliminary Plan need not be detailed <br /> and is sufficient if it: <br /> a) Describes the boundaries of the project area. <br /> b) Contains a general statement of the land uses, layout of <br /> principal streets, population densities, and building in- <br /> tensities and standards proposed as the basis for the re- <br /> development of the project area. <br /> c) Shows how the purposes of this part would be attained by <br /> such redevelopment <br /> d) Shows that the proposed redevelopment conforms to the master <br /> or general community plan <br /> e) Describes, generally, the impact of the project upon resi- <br /> t dents thereof and upon the surrounding neighborhood. " <br /> Mr. Barrett requested the record also include the statement from the same <br /> staff report regarding attainment of the purposes of the law, as follows <br /> "Attainment of the Purposes of the Laws <br /> "It is the policy of the State of California to protect and promote the <br /> sound development and redevelopment of blighted areas and the general <br /> welfare of the inhabitants of the communities in which they exist by <br /> remedying undesirable conditions through the employment of all appro- <br /> priate means. <br /> "The Preliminary Plan for the El Camino I Project Area proposes to <br /> attain the purposes of the law in the following manner <br /> a) Effectuation of the plan will transform an area of economic <br /> stagnation into one of vitality and major importance in the <br /> community. It will do this by reducing the proportion of <br /> land presently vacant to commercial uses <br /> b) The area will be renovated and provided with structures which <br /> will fit into the general framework of the proposed land uses <br /> and relate these uses to the downtown area <br /> c) The present obsolete street pattern will be replaced by an <br /> attractive layout of parking lots and walkways, giving a con- <br /> venient access to all proposed stores and facilities <br /> d) The incompatible mixture of land uses and a lack of developed <br /> open space which now exist will be replaced by a planned de- <br /> velopment utilizing landscaping and open space to the best <br /> advantage <br /> -2- <br /> 11/17/75 <br /> Mtg #1 <br />
