220 of Parkwood 101 , who was present tonight, before making the decision whether or not to continue the hearing further During the following discussion by Council , concern was ex- pressed as to whether it would be appropriate to receive testimony before negotiations are completed City Attorney Schricker advised that it was his recommendation that the substance of the annexation should be agreed upon by both parties before the annexation is presented for approval . Since there is no agreement at this time to which the parties can be bound, he recommended that the public hearing not be opened at this time. In response to question by Council , Mr. Fales advised that it was hoped negotiations could be completed before the end of the year. MOTION Councilman Williams moved, seconded by Councilman Barrett, to continue without opening the public hearing on Annexation of Parkwood 101 , to 4 00 p m. , December 29, 1975, in the City Manager's office. (Motion later amended regarding location of the meeting See oage 9) On the question, Councilman Norris stated that he would not be available for a meeting on December 29, but would be on December 22. In the discussion by Council , it was suggested that the meeting might be continued to December 22 in order to accommodate that request. The representative for Parkwood 101 was invited to indicate his preference with respect to the date for continuance. Robert G. Field, Project Manager for Parkwood 101 , Limited, advised that they did not feel that negotiations with the City staff would be completed by December 22, and requested that the matter be continued at least until December 29. Ron MacQuarrie, 558 Keelson Circle, spoke in support of holding the public hearing prior to the end of the year and felt that it should be opened tonight to allow a better opportunity for input prior to that time In response to Mr. MacQuarrie, it was noted that Council had no annexation agreement before them and therefore lacked the information on which to base a public hearing.
