220 <br /> of Parkwood 101 , who was present tonight, before making the <br /> decision whether or not to continue the hearing further <br /> During the following discussion by Council , concern was ex- <br /> pressed as to whether it would be appropriate to receive <br /> testimony before negotiations are completed City Attorney <br /> Schricker advised that it was his recommendation that the <br /> substance of the annexation should be agreed upon by both <br /> parties before the annexation is presented for approval . Since <br /> there is no agreement at this time to which the parties can be <br /> bound, he recommended that the public hearing not be opened at <br /> this time. <br /> In response to question by Council , Mr. Fales advised that it <br /> was hoped negotiations could be completed before the end of <br /> the year. <br /> MOTION Councilman Williams moved, seconded by Councilman <br /> Barrett, to continue without opening the public hearing on <br /> Annexation of Parkwood 101 , to 4 00 p m. , December 29, 1975, <br /> in the City Manager's office. (Motion later amended regarding <br /> location of the meeting See oage 9) <br /> On the question, Councilman Norris stated that he would not be <br /> available for a meeting on December 29, but would be on <br /> December 22. In the discussion by Council , it was suggested <br /> that the meeting might be continued to December 22 in order to <br /> accommodate that request. The representative for Parkwood 101 <br /> was invited to indicate his preference with respect to the date <br /> for continuance. <br /> Robert G. Field, Project Manager for Parkwood 101 , Limited, <br /> advised that they did not feel that negotiations with the City <br /> staff would be completed by December 22, and requested that the <br /> matter be continued at least until December 29. <br /> Ron MacQuarrie, 558 Keelson Circle, spoke in support of holding <br /> the public hearing prior to the end of the year and felt that <br /> it should be opened tonight to allow a better opportunity for <br /> input prior to that time <br /> In response to Mr. MacQuarrie, it was noted that Council had <br /> no annexation agreement before them and therefore lacked the <br /> information on which to base a public hearing. <br /> The motion carried on the following roll call vote <br /> Ayes• Councilmen Barrett, Henderson, Leipzig, Rhodes, <br /> Williams and Mayor Weymouth <br /> Noes• Councilman Norris (MINUTE ORDER NO. 75-246) <br /> Public Hearing - Proposed Comprehensive General Plan <br /> (Continued from 11/11/75 and 12/8/75) <br /> City Manager Fales noted the detailed report prepared by the <br /> Planning Commission and the lengthy orocess of study and hearings, <br /> -2- <br /> Reg.Mtg <br /> 12/15/75 <br />
