He advised that the Planning Director and his staff were present to respond to questions that might be raised Reference was made to a communication from the City of San Mateo addressed to Mr Schroeter, with copies to Council , in which it was requested that the proposed General Plan be amended to "indicate a Laurie Meadows Drive connection to Shoreway Road similar to that shown in the Nolte Report adopted by San Mateo in 1975," and to "indicate a channel connection between Marina Lagoon and Belmont Slough. " Planning Director Schroeter responded, identifying the location on a drawing displayed on the wall , and indicating that the comments in the letter referring to Marina Lagoon-Belmont Slough connection related to a strip that is part of the City of Redwood City. This was shown on the Plan as a waterway and it was assumed that to continue as a waterway will satisfy San Mateo's concern. With regard to the Shoreway Road connection, this modification had been made by Council , and while it did not appear in the Planning Commission's draft, it was his under- standing that it was to be incorporated in the General Plan. Maggie Gunn, 16 Selby Lane, referred to Page D-16 in the section of the proposed Comprehensive General Plan relating to the Open Space Element, subsection 5, Proposals, and stated that the word "require" should be substituted for the word "encourage" with respect to the setting aside of land for parks by developers She also offered comparisons with other cities with respect to the ratio of tax rates in relation to percentage of land in parks and open space It was pointed out to Ms Gunn that the position of the Park and Recreation Commission as noted in a communication from the Director of Parks and Recreation is " . .urge the Planning Com- mission to include the adoption of legislation requiring sub- dividers to dedicate land for open space uses or pay a fee in lieu thereof as a part of the Open Space Element of the General Plan " Mr. Fales noted that because Redwood City, with exception of the Redwood Shores area, is completely developed, it is difficult to require the setting aside of open space and questioned whether it would be practical to change the wording in the General Plan since among other things, there may be inequities involved, and in any event, neither word as used in the General Plan would have a limiting effect on the City and any binding legislation to impose requirements would be done by ordinance. In the continuing discussion, Council noted the very limited open space available within the City limits, and in fact, even in the event of large annexations of unincorporated area, the areas in the City's sphere of influence are largely developed.
