222 _ ` agency The statement expressed concerns relating to the Open Space Element of the General Plan and referred to Sections 65560 and 65561 of Article 10. 5 of the Genernment Code relating to open space lands, copy of which was appended as exhibit to the statement. (For full text, see City Clerk's files ) In the discussion which followed, it was pointed out that Redwood III City was among the first to adopt an Open Space Element, that the statement read by Mr. Saint related to specific zoned areas 0 and failed to recognize the difference between the Zoning Ordi- nance and a General Plan, and further, that the City has given a great deal of consideration to open space in the Plan In „ response to the charge by Mr Saint that the General Plan is inconsistent, it was pointed out that the law requires that zoning be consistent with the General Plan, and not the reverse Mr Schroeter responded to Mr. Saint's comparison of the map on Page D-12 of the Plan, entitled "Privately-Owned Open Space" to the Land Use Element which shows a portion in the Redwood Shores area as commercial business, advising that the map shows an inventory of existing open space, but that is not to say it must therefore remain as open space. (The Council recessed from 8 50 p m to 9.00 p m ) Mr Saint concluded reading his statement, and in response to a question by Council , advised that the chairman of his group is Brad Bosch In order to clarify a possible misunderstanding by some members of the audience regarding the matter before Council , Mr. Fales I pointed out that the City does have a complete adopted General Plan, and that the report under consideration by Council repre- sents proposed revisions which have been studied by several citizen task forces over a period of many months, and then by the Planning Commission over an additional period time, that the General Plan is a policy document, not a zoning ordinance, which it is not intended to be He suggested that the purpose of Mr Saint's organization would be better served if they were to make constructive suggestions as to what changes should be made in the language of the document. Ray Salem, Apartment 308, 1614 Hudson Street, read from a pre- pared statement in which it was noted he had been a member of the Citizens' Task Force for the Housing Element of the General Plan Several of the elements of the General Plan were commented on in the statement, with the major criticism relating to the Open Space Element.
