Mr Fales emphasized that the General Plan is a dynamic docu- ment, and indicated that it was his observation many have the erroneous impression the Plan is unchangeable Kathleen Mahany, 1026 Vera Avenue, representing the League of Women Voters, read from the prepared statement of that organi- zation, which related to the Housing Element of the Plan (For full text, see City Clerk's file ) (The Council recessed from 9 50 to 10 00 p.m. ) Ron Kunkel , 461 Trident, referred to Page A-8 of the proposed Plan, relating to the Land Use Element, and suggested that the projections of population appeared to be inconsistent with the General Plan just approved for Redwood Peninsula Ted Gillis, 44 Renato Court, stated he had been a member of the ' Citizens' Task Force for the Housing Element and spoke from a prepared statement in opposition of approval of the Elements of the General Plan, and the Housing Element in particular. He also referred to his letter of July 28, 1975 to the Planning Commission relating to an analysis of the Attorney General 's amicus curiae brief with respect to Housing Elements, a copy of which was attached to his printed statement. (For full text see City Clerk's files ) He suggested that the Redwood City General Plan does not meet the State guidelines, and therefore funds available under new State Housing Acts would be lost to other cities that have qualified. Council expressed objections to the allegations that Redwood City is not prepared to qualify for funds, and in response to question, Mr Schricker advised that the suit referred to was settled, and the Attorney General 's position rejected by the Court. Mr. Schroeter supported the statement by Council that Redwood City's Housing Element does meet the State Guidelines so as to qualify for funds, noting that it is a fact that Redwood City' s currently adopted General Plan has been accepted by the State as meeting State-mandated Elements of the General Plan, and indicated that annually a report is made to the State regarding progress toward meeting the guidelines In the continuing discussion several areas of concern expressed by Mr Harry Jackson, representing Mobil Oil Estates, were re- sponded to by Mr Fales and Mr Schroeter, relating to Special Area Plans and projected population distribution -5- Reg Mtg 12/15/75
