Salem, 1614 Hudson, spoke in opposition to the rezoning, and suggested it be postponed until completion of the General Plan Don Warren, 350 Marine World Parkway, representing Mobil Oil Estates, presented a prepared statement for each member of the Council , entitled, "Rezoning of Area Surrounding Proposed Regional Shopping Center, Redwood Shores," in support of the application, for submission into the record (for full text, see City Clerk's files) Mr. Warren also spoke on the matter of plans for the waterways, such as docking facilities for boats and other facilities re- lated to commercial uses. He indicated he was speaking in support of their original proposal to extend the zoning over the waterways to centerline Mr Warren responded to a number of questions by Council and Mr Fales, and it was indicated by Council during the discus- sion that rezoning to the extent requested into the channel would be objectionable and would not be in the interests of open space considerations nor of the residents of the area As the discussion continued, Mr Warren asked that whatever boundaries Council might elect to approve, that it not be toe of the slope, since in that area, the toe of slope was a very indefinite line. He suggested establishment of a definitive line on the surface of the water. Director of Public Works Pusich suggested establishing a survey line, either top of slope or high waterline as a control point, then a definite number of feet from that point Ron MacQuarrie, 558 Keelson Circle, referred to the area pro- posed to be rezoned R-2, stating that he would prefer it con- tinue as PO (Professional Office) , or changed to Single Family zoning The matter of continuing the hearing to another date was dis- cussed, and Mr Schricker advised that if the Council so desired, the public hearing could be closed, and the Council could simply instruct staff regarding redrawing the zoning boundaries. In response to question by Council , Mr. Fales advised that if any part of the public hearing has anything to do with Council 's consideration of Agenda Item 4 (Housing Concerns Committee recommendations re low/moderate income housing) , he would suggest that the public hearing not be closed at this time MOTION Councilman Williams moved, seconded by Councilman Rhodes, to continue the public hearing on the Application of Mobil Oil Estates (Redwood) Limited to amend the Zoning Map, to January 5, 1976 On the question, Mr. Warren responded to a question by Council as to whether the continuance would cause a delay in obtaining a Corps of Engineers permit, indicating that he was expecting them to call a public hearing shortly on an Environmental Im- pact Report prepared in connection with the permit application The motion carried unanimously by voice vote (MINUTE ORDER NO 75-248) -8- Reg.Mtg 12/15/75 p. 11
