There was no one present who wished <br /> to speak on the subject. <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Rhodes, to close the public hearing. <br /> sow The motion carried unanimously by voice vote. <br /> The public hearing was closed at 7 :38 p.m. <br /> MOTION: Title having been read, Councilman Norris in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Leipzig, its adoption: <br /> RESOLUTION NO. 7358 AWARDING CONTRACT IN CONNECTION <br /> WITH THE WEED ERADICATION PROGRAM IN THE CITY OF <br /> REDWOOD CITY <br /> The resolution was adopted unanimously by roll call vote. <br /> Report of Association of Bay Area <br /> Governments delegate re ABAG <br /> General Assembly Meeting <br /> Councilman Henderson ABAG delegate, presented her re- <br /> port dated February 4, 1975 recommending two amendments <br /> to the by-laws and asked for Council reconsideration of <br /> policy regarding acceptance of per diem allowances by <br /> agencies to representatives thereto. <br /> Lengthy discussion followed concerning present Council <br /> policy not to accept allowances paid to representatives <br /> by various agencies, with these allowances being turned <br /> back to the City; the fact that most other representa- <br /> tives on agencies retain the allowances; the possible <br /> resentment of those accepting allowances towards the <br /> representatives of the very few cities which do not; <br /> the trend toward such allowances being paid both to <br /> encourage attendance and to reimburse those attending <br /> meetings for their services; and the possible tax dif- <br /> ficulties for those who are paid an allowance and must <br /> turn it back to the city. <br /> Discussion continued concerning the philosophy prompting <br /> payment to agency representatives; the desirability of <br /> permitting payment in order that those who cannot afford <br /> the financial losses encountered by serving in local <br /> government may participate; the fact that out-of-pocket <br /> expenses such as mileage, meals, etc. ought to be paid <br /> in any case, with some representatives incurring greater <br /> expense than others because of their distance from the <br /> meeting locations; the allowances paid to persons who <br /> are not appointed by the City, but represent one agency <br /> on another agency with expenses borne by the appointing <br /> boa agency; and the possibility of allowing more time for <br /> consideration of whether or not to change present policy <br /> relating to allowances. <br /> -2- <br /> Reg.Mtg. <br /> 2/10/75 <br />
