290 <br /> City Manager Fales asked for specific details, if ad- <br /> ministrative policy is to be changed. <br /> MOTION: Councilman Leipzig moved, seconded by Council- <br /> man Rhodes, to accept the supplemental ABAG budget <br /> including the payment of allowances. <br /> e <br /> ADDITION TO MOTION: In response to request of Council- <br /> ' man Henderson, Councilman Leipzig, with the consent of lit aria <br /> her second, also included approval of the two recom- <br /> mended changes in the ABAG by-laws in the motion. <br /> The motion carried on the following roll call vote : <br /> Ayes : Councilmen Henderson, Leipzig, Norris, <br /> Rhodes <br /> Noes : Councilman Barrett and Mayor Weymouth <br /> (MINUTE ORDER NO. 75-32) <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Norris, to rescind previous Council policy position <br /> with regard to opposition to the payment to the City' s <br /> representative to the Area. Disaster Council of the <br /> County and permit the representative to receive payment, <br /> effective immediately. <br /> The motion carried on the following roll call vote : <br /> Ayes : Councilmen Henderson, Leipzig, Norris, <br /> Rhodes swot <br /> Noes : Councilman Barrett and Mayor Weymouth <br /> (MINUTE ORDER NO. 75-33) <br /> Mr. Fales inquired regarding filing of expense claims <br /> by Council members for reimbursement of expense related <br /> to representing the City at an agency which pays an <br /> allowance to representatives. City Attorney Schricker <br /> observed that the City has an ordinance providing for <br /> reimbursement to Council members for out-of-pocket <br /> expenses incurred in representing the City and that <br /> the allowances paid by agencies are in the nature of <br /> compensation for services. Mr. Schricker advised that <br /> the ordinance relating to payment of expenses is in <br /> effect unless it is changed. <br /> Mr. Fales suggested that, as the official approving <br /> expense claims, he would like guidance in the event an <br /> agency pays out-of-pocket expenses in addition to an <br /> allowance . Attention was called to the statement in- <br /> cluded on the expense claim form requiring the claimant <br /> to certify that the expenses listed thereon were lawfully <br /> incurred in carrying out municipal business and represent <br /> a proper charge against the City. It was observed that <br /> if expenses had already been paid by another agency, .• <br /> then they could not also be a proper charge against <br /> the City.
