301 <br /> that the Fire Department be authorized to execute the <br /> installation of an intercom communication system pur- <br /> suant to Section 67 of the Charter of the City of <br /> Redwood City. <br /> ow.% The motion carried unanimously by roll call vote. <br /> (MINUTE ORDER NO. 75-44) <br /> Imo <br /> Proposed agreement - Preparation of <br /> EIR (Parkwood 101, Ltd.) <br /> City Manager Fales referred to his report of February 20, <br /> 1975 regarding authorization to enter into an agreement <br /> with Woodward-Clyde for the preparation of an environ- <br /> mental impact report for a site known as "scavenger <br /> property" which is adjacent to Redwood Shores. <br /> Discussion followed and Planning Director Schroeter and <br /> Mr. Fales replied to questions concerning difficulties <br /> relating to the site; the necessity of annexation of the <br /> site to General Improvement District No. 1-64, if it is <br /> to be developed; the relationship of proposed develop- <br /> ment of the site to the General Plan; and the procedures <br /> of the Planning Commission and the City Council with re- <br /> gard to the EIR and any development to be made of the <br /> property. <br /> In response to question as to whether it would be de- <br /> r-• sirable to ask the contractor preparing the EIR to <br /> conduct a public session in the neighborhood, Mr. Fales <br /> r reminded Council that a professional environmental im- <br /> pact report is intended to provide information to public <br /> agencies which the agency and citizens can use in making <br /> better informed public decisions. He observed that an <br /> EIR is not a public opinion survey. <br /> City Attorney Schricker advised that the professional <br /> contractor employed to prepare the EIR must give opinions <br /> based on his presumed professional expertise and public <br /> hearings on the report follow later.
