306 <br /> Written Communications (continued) <br /> 7. continued <br /> In response to question, City Manager Fales and <br /> Director of Public Works Pusich advised that the ■�t <br /> Municipal Code assigns certain traffic matters to <br /> the City administration, including the striping of <br /> streets; that double yellow striping has been de- <br /> termined to be effective in slowing automobiles; <br /> that police may issue citations for crossing such <br /> lines, even when enforcement of speed zones is <br /> relatively impossible because radar control may <br /> not be used unless the 85 percentile speed has <br /> been established as the enforcement standard; and <br /> that City administration must be guided by the <br /> State law requiring the City to use the best traf- <br /> fic safety engineering available or the City may <br /> be liable. <br /> Mr. Tales also advised that a report will be pre- <br /> ' sented to Council soon concerning a stop sign at <br /> the subject intersection and that staff is pre- <br /> paring a total survey of all streets with regard <br /> to the 85 percentile requirement in accordance with <br /> State law regarding the use of radar control. <br /> Oral Communications <br /> 1. John Crevelt, 1434 Mitchell Way, stated that he lives <br /> near Stulsaft Park, and suggested that the planned <br /> park improvements would increase park use and result <br /> in increased park damage. Mr. Crevelt spoke in sup- <br /> port of Bradford Bosch' s recommendation that the park <br /> be restored to its natural condition. (See above, <br /> page 7) Mr. Crevelt urged that the City acquire <br /> more functional recreation areas and that the funds <br /> now designated for improvement of older parks be <br /> used instead to acquire sites for ball games. Mr. <br /> Crevelt suggested the Council set up an election <br /> for an advisory vote to determine whether or not <br /> people might support bond issues for acquisition of <br /> recreational land. <br /> It was explained to Mr. Crevelt that the City is on <br /> a pay-as-you-go basis with regard to park acquisition <br /> and improvement, because of its practice of phasing <br /> such activity. Doubt was expressed that citizens <br /> would prefer the more expensive bond issue method <br /> of financing. Attention was called to the fact that <br /> the City has representational government, and citi- <br /> zens may select their representatives every two <br /> years on the basis of whether or not they favor <br /> the actions of Council. POMO <br /> Discussion followed and City Manager Fales commented <br /> and replied to questions concerning definitions of <br /> open space; the need to renovate older parks in order <br /> to upgrade them and to meet the needs of changing <br /> neighborhoods; regional recommendations with regard <br /> -9- <br /> Reg.Mtg. <br /> 2/25/75 <br />
