336 <br /> program; (2) any rehabilitated units in a redevelopment <br /> area be available after rehabilitation at the same <br /> rental levels as before ; (3) a Housing Relations Program <br /> be created under the Housing Concerns Committee; and <br /> (4) that a redevelopment commission be created . .., , <br /> Gene Moriguchi, representative of Land for People, one <br /> of the authors of the letter referred to by Mr. Boxley, <br /> also commented on the requests contained in the letter <br /> and advised his group will also approach the County, <br /> since housing problems are not confined to the City. <br /> Nancy Bey, member of PROBE Auxiliary and an author of <br /> the letter referred to by Mr. Boxley, stated her support <br /> of Mr. Boxley ' s statements and of PROBE with regard to <br /> redevelopment. <br /> { City Manager Fales explained that the Housing and Com- <br /> munity Development Act has very specific requirements <br /> with regard to relocation of citizens residing in a <br /> } <br /> redevelopment area which would be more than responsive <br /> to the request contained in the subject letter. <br /> Mr. Fales replied to questions and commented on the time <br /> schedule with regard to the HCDA application; the dimin- <br /> ishing first-year allocation; the fact that the first <br /> year does not involve construction or demolition; the <br /> } financial tools available to the City for redevelopment; <br /> and the provisions for adequate time for substantial <br /> citizen participation and full consideration of any plan mow <br /> by the Council. Assistant City Manager Smith also de- <br /> scribed the comprehensive citizen participation program <br /> already approved by Council which involves citizen repre- <br /> sentation from 20 neighborhoods, with lower income neigh- <br /> ] borhoods having two representatives, because the HCDA is <br /> directed toward low and moderate income families. <br /> Mr. Boxley thanked the Council for hearing the requests <br /> of his group and advised they will return in 37 days with <br /> regard to consideration of a redevelopment commission. <br /> (The Council recessed from 8 :05 to 8 :09 p.m. ) <br /> Change of traffic flows - Downtown Project <br /> City Manager Fales referred to his report of April 4, 1975 <br /> regarding traffic flows in the Downtown Improvement Project <br /> and attaching report and recommendations from the Director <br /> of Public Works, dated February 28, regarding proposed <br /> directional traffic changes. Mr. Fales advised that all <br /> of the proposed changes have been approved by the Downtown <br /> Action Committee with the exception of the recommendation <br /> having to do with the prevention of left turn movements <br /> into California Street for westbound Broadway traffic. .m„ <br /> Dick Mills, Manager of the California/Broadway Branch of <br /> the Bank of America, stated his objection to preventing <br /> left turns off Broadway into California, suggesting that <br /> it will have an adverse effect on business in that area. <br /> Mr. Mills disagreed with staff regarding safety, stating <br /> that there is adequate stacking space on Broadway so that <br /> -2- <br /> Reg.Mtg. <br /> 4/7/75 <br />
