338 <br /> Approval of final application for Housing <br /> and Community Development Act Funds <br /> City Manager Fales referred to his report of April 4, 1975 <br /> regarding the subject application and attaching report <br /> from the Director of Planning, dated April 4, including ►'"* <br /> copies of the Final Environmental Impact Report and the <br /> Final Draft Application for HCDA Funds. Mr. Fales called <br /> attention to the 12 minor modifications of the draft <br /> application .made in the proposed application. <br /> In response to question, Planning Director Schroeter <br /> advised that the Department of Housing and Urban Develop- <br /> ment is allowed 75 days for action on the application <br /> after which it is automatically approved. <br /> Mr. Fales advised that the City has not received the <br /> information on the Section 8 allocations which it is <br /> the duty of the approving agency to provide, and <br /> therefore, the City cannot submit it . Mr. Fales ob- <br /> served that other cities would have the same difficulty <br /> with regard to Section 8. <br /> MOTION : Title having been read, Councilman Williams <br /> introduced the following resolution and moved, seconded <br /> by Councilman Leipzig, its adoption : <br /> RESOLUTION NO. 738E APPROVING APPLICATION FOR <br /> FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK <br /> GRANT) AND AUTHORIZING EXECUTION AND FILING OF ,,, <br /> ALL DOCUMENTS PERTAINING THERETO ; and that <br /> (1) the City Council certifies that the Environmental `"o <br /> Impact Report has been completed in accordance with the <br /> California Environmental Quality Act, State guidelines <br /> and Resolution No. 6882 ; (2) the City Council certifies <br /> that the EIR has been reviewed and considered by Council <br /> and adopts the findings and responses of the Planning <br /> Commission; and (3) the City Council directs and <br /> authorizes filing of notice of determination. <br /> The resolution was adopted and the motion carried unani- <br /> mously by roll call vote . (MINUTE ORDER NO. 75-69) <br /> Approval of final plans - <br /> initial reservoir, GID No. 1-64 <br /> City Manager Fales referred to his report of April 4, 1975 <br /> regarding the final plans for the initial water reservoir <br /> to be constructed in General Improvement District No. 1-64. <br /> Mr. Fales advised that it is the desire of Mobil Oil <br /> Estates (Redwood) Ltd . to go to bid for the tank con- <br /> ; struction on April 9, 1975 and to go to bid for the <br /> necessary landscaping in spring of 1976. .e*. <br /> Don Warren, Mobil Oil Estates (Redwood) Ltd . , 350 Marine <br /> World Parkway, advised that Mr. Herdman of Daniel, Mann, <br /> Johnson and Mendenhall and Robert Adsero, the landscape <br /> architect, were present to reply to any questions from <br /> Council.
