Appeal of Planning Commission decision <br /> to approve application to amend the <br /> Zoning Map to rezone approximately 9.0 <br /> acres from "TP" (Tidal Plain) District <br /> to "I-P" (Industrial Park) District and ommil <br /> 8.6 acres from "TP" (Tidal Plain) <br /> District to "IR" (Industrial-Restricted) <br /> District, Twin Dolphin Drive - San Mateo <br /> County Scavenger Co., applicant - Fisk <br /> Partnership, appellant <br /> Planning Director Schroeter described the proposed rezoning application using a <br /> wall map. Mr. Schroeter reviewed the history of the matter, noting that the <br /> Planning Commission granted a use permit for a transfer station on the site in <br /> 1976 and the City Council reversed that decision and denied it. Shortly <br /> thereafter, the Scavenger Company (Browning Ferris Industries or BFI) made <br /> application for the transfer station on an adjacent site in the City of San <br /> Carlos; the San Carlos City Council approved the use permit; the transfer <br /> station can now be built on the site; and BFI indicates they intend to do so. <br /> Mr. Schroeter said that the proposed rezoning is the only matter before Council <br /> at this time. He observed that while a use permit will be required, the <br /> proposed zone would allow a parking lot and vehicle maintenance buildings on <br /> the site, and BFI has stated such use would be made of the parcel beside the <br /> transfer station while the adjoining parcel is expected to be developed for <br /> commercial use. <br /> Councilman Rhodes, representative to the San Mateo County Solid Waste Disposal <br /> District and the South County Garbage and Refuse Disposal District, stated for <br /> the record that what is planned to be constructed in San Carlos adjacent to the <br /> subject property is a transfer station and not a permanent garbage dump. <br /> Councilman Rhodes advised that dry garbage will be carried there by smaller <br /> vehicles and transferred to 20-ton trucks for removal daily to the dump site at <br /> Ox Mountain. <br /> John Ward, San Mateo County Supervisor, reported the unanimous adoption by the <br /> Board of Supervisors on August 18, 1981 of RESOLUTION NO. 42535 supporting the <br /> rezoning.
