PUBLIC HEARINGS (continued) <br /> Items 2.a and 2.b (continued) <br /> ONO long-term needs of the South Bayside service area and enable the public to <br /> utilize the facility for dumping of household rubbish with a minimum of delay <br /> and inconvenience." Supervisor Ward observed that some 11 cities in the County <br /> have asked BFI to expand their original plan for the transfer station and <br /> suggested that the subject land, if utilized for parking and access, would <br /> allow the construction of an adequate facility. He suggested that the Ox <br /> Mountain site near Half Moon Bay is not acceptable because of greatly increased <br /> truck traffic and the heavy energy and financial cost of transporting waste <br /> there. <br /> Peg Gunn, Mayor of Menlo Park and Director of South County Garbage and Waste <br /> Disposal Board, pointed out that Menlo Park has had a landfill dump for 25 <br /> years which the served the South County, and it is now being turned into a <br /> wildlife refuge and park and will close November 1. Mayor Gunn suggested that <br /> a recycling program should be the long term solution, but that there is a <br /> present urgent need for the transfer station and urged support of the proposed <br /> rezoning. <br /> Joe Zucca, Belmont, Chairman of the South County Garbage and Refuse Disposal <br /> District, pointed out that householders generate the dry debris which will be <br /> deposited in the transfer station and transported to the dump site, noting that <br /> wet garbage will not be involved and that the Menlo Park site will close on <br /> November 1. Mr. Zucca reported that BFI has offered to construct a larger <br /> transfer station, if an adjacent parcel is rezoned to permit the needed parking <br /> lot and vehicle maintenance buildings, otherwise they will proceed with plans <br /> to build a smaller station on the same site. Mr. Zucca urged approval of the <br /> subject application. <br /> Paul I. Kelly, attorney representing BFI, 181 Second Avenue, San Mateo, <br /> referred to his letter of August 10, 1981 in response to the appeal filed by <br /> the Fisk Partnership (letter is on file) and objected to the incorrect and <br /> p^* misleading notice set by Robert 0. Wilhelm, attorney with Wilhelm, Thompson, <br /> Wentholt & Gibbs, to residents of Redwood Shores stating that a "garbage dump" <br /> is to be constructed on the subject site. <br /> bow <br /> Mr. Kelly and Norman Hansen, consulting engineer for BFI, displayed an aerial <br /> map of the site and a proposed development plan for the parcels and commented <br /> concerning the relationship of the proposed parking area to its surroundings. <br /> Mr. Hansen indicated that a ten-11 foot architecturally designed wall would <br /> separate the truck use area from the planned commercial property which is <br /> between the truck area and existing Redwood Shores development. <br /> In response to questions, Mr. Kelly and Mr. Hansen stated that the high fence <br /> could be constructed at each end of the property also; that the only access is <br /> from Shoreway Road in San Carlos; that operating hours would be expected to be <br /> from 9:00 a.m. to 5:00 p.m., Monday through Saturday; that there will be a <br /> separate road for public use; that BFI can and will construct a transfer <br /> station on the site in San Carlos; that BFI has agreed to expand it to <br /> accommodate the 13 jurisdictions which have requested it, provided adequate <br /> parking and maintenance area is available; that San Carlos has enumerated many <br /> conditions relating to health, safety, appearance and operation of the station; <br /> that the use permit did not become effective until the franchise agreement was <br /> reached;that bins will be available to those who wish to separate garbage for <br /> recycling; that BFI does not believe it economically feasible to proceed with <br /> greater recycling effort; that there was an agreement between Leslie Salt Co. <br /> and the Scavenger Company relating to exchange of property at the time Marine <br /> World was constructed; and that there will be inconvenience to citizens and <br /> increase in traffic and unauthorized dumping if refuse must be hauled to Ox <br /> Mounain on an individual basis. <br /> Lennie Roberts, Committee for Green Foothills, stated her Committee is in favor <br /> of granting the subject application for rezoning, believing that the garbage <br /> and refuse dump problem in the region is at a crisis stage because of the <br /> closing of the Menlo park dump. Ms. Roberts suggested citizens are fortunate <br /> that the proposed transfer station can be enlarged to accommodate the local <br /> need for it.
