24 5
HUMAN SERVICES (continued)
program is regularly scheduled for review by the YMCA Board
which is attended by Richard Gordon, Director of the programs.
Target Education & Welfare Council , Senior Drop-In Center
Larry Wise, 231 Fulton, Chairman of the Board, noted that
$27,951 was requested; that the Housing and Human Concerns
Committee recommended an allocation of $20,000, and that the
bawl City Manager recommends only $12,000. Mr. Wise stated that
reduced income would result in a cutback in the information
and referral services of the Center. He suggested that the
funds allocated for a Recreation Center Supervisor for the
proposed Senior Center at the Veterans Building be allocated
instead to the Drop-In Center on Middlefield Road.
Sally Salinas, Project Director, 421 Standish, stated that the
Drop-In Center is an integral part of the senior program in the
Fair Oaks area. Ms. Salinas described the services offered to
seniors at the Center, noting reports are made monthly to the
Area Agency on Aging and the Fair Oaks Advisory Board.
Police Youth Club
No representative present.
Emergency Hunger Fund
Eddie Mae Spiller, 127 Cypress, said that while she is grateful
for the proposed allocation of $4,000, the cost . of providing
emergency relief has increased over last year, and some contri-
r-- butors are feeling the effects of inflation themselves to the
extent that they have reduced their donations. Mrs. Spiller
.o asked that consideration be given to increasing the Fund allo-
cation to the $6,000 requested, noting that administration is
entirely voluntary.
Community Education Center
No representative present.
Center for Independence of the Disabled (CID)
Johanna Wallace, 1425 Sunnyslope, Belmont, Executive Director,
advised that CID provides continuing services for about 150
disabled and elderly clients, many of whom are from Redwood City.
Ms. Wallace noted that CID had applied for $13,190, and the
recommended allocation is for $2,000 which will leave the
agency short of funds needed to operate. In response to ques-
tion, Ms. Wallace stated that the City of Belmont where CID is
located contributed $1,000 last year and she believes $2,000
is allocated for next year.
Carol Enns, 185 Carmel Avenue, Pacifica, described the kind of
assistance provided by CID.
(:: In further response to questions, Ms. Wallace said that about
13 clients are from Redwood City and that she does not know
whether any of them live in State lodgings in Redwood City,
advising that referrals are from agencies. Ms. Wallace noted
that there is a bill in the State Legislature which would pro-
vide on-going funding for services such as those provided by
CID and urged support for it.
e,auuncilman Britschgi left at 10:00 a.m. and did not return. )
Budg.Study
6/14/80
Page 2
