(continued) Carolyn McHenry, 1410 Cedar, reported that she <br /> works in the area and is familiar with the <br /> block, stating that there is no parking avail- <br /> able, that students create litter wherever they <br /> go, and that their behavior on the sidewalk <br /> and around the restaurant make doing business <br /> difficult for merchants there. <br /> Mayor Rhodes invited anyone else present who <br /> wished to speak to do so. No one else <br /> wished to speak. <br /> M/S: Norris/Stangel to close the public <br /> hearing. <br /> Carried unanimously by voice vote and public <br /> hearing closed at 8:00 p.m. <br /> M/S: Biagi/Norris to uphold the decision of <br /> the Zoning Administrator and deny the appeal <br /> of Edgar J. Brinkat, 831 Hillcrest Boulevard, <br /> Millbrae, for a Use Permit for a restaurant- <br /> bar at 2726 Broadway, the following findings <br /> having been made: that the establishment, <br /> maintenance or operation of the use applied <br /> for would be detrimental to the health, <br /> safety, peace, morals, comfort or general <br /> welfare of persons residing or working in the <br /> neighborhood of such proposed use or would be <br /> detrimental or injurious to property or im- <br /> provements in the neighborhood or to the <br /> general welfare of the City, specifically, <br /> 1) the activity would be detrimental to the <br /> economic well-being of existing businesses; <br /> 2) it would create a traffic burden; 3) there <br /> is inadequate parking; 4) unsightly refuse and <br /> other hazards would be created; and 5) the <br /> building is structurally unsuited for the <br /> intended occupancy. <br /> The motion carried unanimously by roll call <br /> vote.
