Mr. Mantelli de- <br /> scribed the properties near his business which <br /> are not well maintained and recommended a law <br /> requiring property owners or tenants to take <br /> care of their property. <br /> Roger Selby, Foster City, Selby Motors, 346 <br /> El Camino Real, opposed the Plan, stating he <br /> believes good commercial property will be <br /> traded for poor quality residential. Mr. <br /> Selby also objected to large setbacks. <br /> Al Davies, EZ Davies Chevrolet, 1101 El Camino <br /> Real, requested and received the time of other <br /> prospective speakers in order to make his pre- <br /> sentation longer than three minutes. Mr. <br /> Davies stated that he believes development of <br /> El Camino would be better if it were allowed <br /> to develop naturally with no plan, since anti- <br /> cipated use of property according to a plan <br /> might have to be overcome by the eventual <br /> developer which would be costly for anyone <br /> wishing to construct something not in the plan. <br /> He suggested that someone might wish to con- <br /> struct something not necessarily less desirable <br /> than what might be in a plan. Mr. Davies de- <br /> scribed his personal experience regarding a <br /> proposed park. Mr. Davies said that there are <br /> inaccuracies in the proposed Plan and that he <br /> believes it is the Council's obligation to <br /> protect property owners on El Camino, main- <br /> ,,,, taining it as a commercial zone. He suggested <br /> commercial zoning depth on the west side of <br /> the street should be increased to the full lot <br /> depth, stating that possibly high rise resi- <br /> dential <br /> could be included. Mr. Davies ob- <br /> served that there is too much consideration <br /> given to trees in landscaping and that asphalt <br /> can also be attractive. <br /> Discussion followed and Mr. Davies commented <br /> and replied to questions concerning his under- <br /> standing that the Plan is a concept; that it <br /> could not proceed without cooperation of the <br /> property owners; whether there is any need for <br /> a conceptual plan; the demonstrated efforts of <br /> Council to bring business to the City; the <br /> need for good development and Council's <br /> encouragement of it; the charge to the Planning <br /> Commission to consider future upgrading of El <br /> Camino; the immediacy of the need for improve- <br /> ment; the desirability of better participation <br /> from property owners; the apparent intention <br /> of removing the automobile business from El <br /> Camino; and the need for government to lead <br /> while obtaining cooperation of business. <br /> Jim Horstman; Southern Pacific Transportation <br /> Co., (SP) observed that two SP properties are <br /> included, one designated for open space and <br /> the other for a transportation depot.
