(continued) Department with additional information; and <br /> his intention of reviewing savings carefully, <br /> noting that cash benefits are not the only <br /> measurements of effectiveness. <br /> Lengthy discussion continued and Mr. Fales, <br /> Mr. Ference and Mr. Becker commented and re- <br /> plied to questions concerning the comparison <br /> between the recommended package of CRMC and <br /> that of Computer Works, the other finalist; <br /> the nature of the other 11 proposals and what <br /> prompted their rejection since the two selected <br /> for evaluation appear rather different; the <br /> fact that CRMC appears to offer more capa- <br /> bility, although Computer Works evidently <br /> meets the City's requirements, if it is being <br /> considered; whether additional capacity is <br /> needed; whether or not the cost is reasonable; <br /> disposition of present equipment; the cost of <br /> moving the system when and if City remodelling <br /> of buildings is complete; whether the equip- <br /> ment might not generate additional work simply <br /> because of its capacity; the need fora modern <br /> system to meet demands of City; the fact that <br /> the proposed Council action is only to auth- <br /> orize negotiation; the fact that the final ma1 <br /> contract document would spell out details of <br /> terms and conditions; the equipment and sys- <br /> tems in use in other jurisdictions; and the <br /> need for a data manager whether or not the <br /> subject proposal is approved. <br /> Title read. RESOLUTION APPROVING AND AUTHORIZING <br /> EXECUTION OF AMENDMENT TO AGREEMENT FOR <br /> CONSULTING SERVICES - THEOREM INSTITUTE <br /> CONSENSUS: Mayor Biagi determined it to be the <br /> consensus of Council to hear members of the <br /> audience who wished to speak although there is <br /> a motion before Council. <br /> Cal Clack, 53 Finger Avenue, advised he is an <br /> independent computer specialist doing some con- <br /> version work for the City of San Mateo's com- <br /> puter equipment and believes the capacity the <br /> City requires can be met at much less cost than <br /> that of the recommended proposal. Mr. Clack <br /> acknowledged that he has not read either the <br /> City's Request for Proposal upon which bid was <br /> made or the reports and recommendation of <br /> staff and the consultant.
