39. 1
AGENDA (continued) ACTION TAKEN. (continued)
IF" REPORTS OF CITY MANAGER (continued) REPORTS OF CITY MANAGER (continued)
Iwo 8. (continued) interest in the matter except his concern as
a resident about the cost of the system.
Greg Clarke, 1048 Joaquin, Mountain View,
President, Creative Computer Solutions (soft-
ware supplier to Computer Works) challenged
some of the statements in the reports, stating
that errors exist and suggesting certain mis-
representations have been made. Mr. Clarke
said that the Computer Works proposal would be
adequate for at least three years; that it
could be expanded, if necessary; and that the
cost was substantially less than the proposal
of CRMC recommended by staff and the con-
sultant. Mr. Clarke advised he was Assistant
Controller and Programmer Analyst for the City
and is familiar with the City's needs. Mr.
Becker responded to some of Mr. Clarke's
statements.
Bob Foy, President, CRMC, 1611 South Pacific
Coast Highway, Redondo Beach, defended his
proposal, stating his system is the most de-
sirable for the City.
Council members pointed out that the apparent
dispute between the two firms evaluated by
Theorem Institute, the consultant employed by
the City to do so, only adds to confusion
already felt by Council members who are not
computer experts but who do have legitimate
ra".." questions about the computer requirements of
the City, the benefits and relative merit of
the proposed system and the cost to taxpayers.
itirwo
Discussion continued concerning the need for
Council to rely on staff and the consultant
with regard to City computer needs and the
proposal which would best satisfy them; the
desire for more specific information as to
benefits related to both increased efficiency
and dollar savings; the desire for clarifica-
tion of the differences between proposals
which are both evidently considered to meet
City requirements; and the hope that staff will
pursue the matter and make a more specific
presentation responding to Council questions
and concerns at an appropriate time, possibly
in connection with the preliminary study ses-
sions for the 1981-82 Budget.
The motion failed on the following roll call
vote:
Ayes: Councilmen Bury, Rhodes
Noes: Councilmen Britschgi, Leipzig,
Stangel and Mayor Biagi
(Council recessed from 10:30 to 10:45 p.m.)
Reg.Mtg.
11/3/80
Rr•.
