MOBILITY <br /> 9.A. - Page 13 <br /> Funds collected by Transportation Impact Fees from new development projects are used for construction of im- <br /> provements and traffic reduction measures,including road construction,road improvements,pedestrian,bicycle <br /> and transit improvements.They may not be used for routine maintenance.Additional funding for operational ex- <br /> penses or routine maintenance or improvements that go"above and beyond"what can be accomplished through <br /> the Transportation Impact Fee could be part of a Community Benefits program. <br /> Transportation Demand Management <br /> Transportation Demand Management (TDM) is a program to reduce travel demand (specifically that of single- <br /> occupancy private vehicles).Many jurisdictions have adopted TDM and trip reduction ordinances that require <br /> new development to include features to encourage the use of transit,carpooling,or vanpooling,as well as walking <br /> or bicycling, telecommuting, and other ways of eliminating traffic.These programs can include shuttles, subsi- <br /> dized transit fares,or bicycle parking.TDM ordinances can require funding and participating in a Transportation <br /> Management Association through which developers,employers,and local jurisdictions cooperate in designing and <br /> implementing trip-reduction and transportation demand programs and measures. <br /> Shuttles and Transit <br /> The San Mateo County Transit District funds transit shuttles with assistance from the Peninsula Traffic Congestion <br /> Relief Alliance and funding from the Bay Area Air Quality Management District and participating employers in <br /> Pacific Shores and Seaport Centre.Additional shuttles or transit service connecting people and places throughout <br /> the City could be provided as part of a Community Benefits program.Bay Area Bike Share is the City's newest <br /> form of transit service and helps address the`last mile'connection between transit stations and a final destination. <br /> Bay Area Bike Share memberships and additional bike share stations could be provided as part of a Community <br /> Benefits Program to extend the reach of the existing program. <br /> Bike and Pedestrian Improvements <br /> Safe, convenient,and attractive bicycle and pedestrian facilities,such as new freeway overcrossings or enhanced <br /> crosswalks, in addition to those required by development conditions or funded by the existing Transportation <br /> Impact Fee,could be incorporated in a Community Benefits program. <br /> Streetscape Improvements <br /> Streetscape improvements and amenities,such as street trees,improved lighting,and street furniture,could enhance <br /> the use and comfort of people walking and those riding transit or their bicycles.The City has established a Com- <br /> munity Benefits Improvement District for the Downtown that will generates annual revenues,which can be used <br /> to pay for features that cannot be funded by existing Transportation Impact Fees.They could also be identified as <br /> part of a Community Benefits program. <br /> ,� , aF. is ` � ' ^j ,�i <br /> a <br />
