o For our telephone interviewing projects, Godbe Research uses only live <br /> interviewers who have been trained on the survey questionnaire and who <br /> are located in the western United States. <br /> • Pre-testing the survey instrument in both modalities to ensure that the questions <br /> and response codes are understandable to respondents, and to ensure that the <br /> survey length coincides with the budgeted survey length for the project. <br /> • Development of a recruitment email for the Internet version of the sunrey and <br /> working with the City to send recruitment emails to voters with email addresses in <br /> the voter file for the 2015 City Satisfaction Survey. <br /> o Based on the City's preference and communications policies, we can <br /> develop the recruitment email and process to be completed by our `white <br /> listed' provider, or the City can send recruitment emails internally where <br /> respondents are re-directed to our web site to take the survey. <br /> o Finally, we can also match any internal email lists the City has (e.g. park <br /> and recreation lists, City communications lists, water service lists, etc.) to <br /> the file, so that we can include additional voters that do not have email <br /> addresses on file with the State Voter File or County Registrar of Voters <br /> due to information collected during registration. <br /> • Development of a stratified and clustered listed sample of Redwood City voters. <br /> The listed sample will first be constructed using email addresses from the voter <br /> file, as the Internet modality will be conducted first in the hybrid survey process. <br /> Once we have developed the Internet sample, the rest of the sample will be de- <br /> duplicated by matching names, addresses, and phone numbers from Internet <br /> survey respondents to those in the voter file. We will then remove any voter <br /> from the telephone survey sample who previously completed the survey via the <br /> Internet. Further, we will ask telephone survey respondents in that sample if <br /> they have already completed the survey via the Intemet and will remove those <br /> voters from the survey process through a screening question. <br /> o For review, there are a total of approximately 35,542 voters in Redwood <br /> City. Within the voter file, we have email addresses for approximately <br /> 8,699 voters or about 24% of the total voting electorate and 35% of the <br /> total households in the City. We also have approximately 4,193 cell phone <br /> numbers, which represents about 12% of the telephone numbers in the <br /> voter file. <br /> • Conducting approximate 15 to 20-minute Internet and telephone interviews <br /> with 400 (n=400) total Redwood City voters according to a strict interviewing <br /> protocol and our approved sampling design.
