g. Noise Disturbance Coordinator. For projects that would last over one year in <br /> duration, the City may choose to require project designation of a "Noise <br /> Disturbance Coordinator"who would be responsible for responding to any local <br /> complaints about construction noise. The Disturbance Coordinator would <br /> determine the cause of the noise complaint(e.g., starting too early, bad muffler, <br /> etc.) and institute reasonable measures to correct the problem. Post in a <br /> conspicuous location a telephone number for the Disturbance Coordinator at <br /> the construction site and include it in the notice sent to neighbors regarding the <br /> construction schedule. (The project sponsor should be responsible for <br /> designating a Noise Disturbance Coordinator, posting the phone number, and <br /> providing construction schedule notices. The Noise Disturbance Coordinator <br /> would work directly with an assigned City staff member.) <br /> 52. Construction Air Emissions—The applicant shall comply with the following measures <br /> to reduce air emissions during construction:[SDR][BUILDING] <br /> a. Water all exposed surfaces (e.g., parking areas, staging areas, soil piles, <br /> graded areas, and unpaved access roads) two times per day. <br /> b. Cover all haul trucks transporting soil, sand, or other loose material off-site. <br /> c. Remove all visible mud or dirt track-out onto adjacent public roads using wet <br /> power vacuum street sweepers at least once per day. Dry power sweeping is <br /> prohibited. <br /> d. Limit speeds of all vehicle on unpaved roads to 15 mph. <br /> e. Pave all roadways, driveways, and sidewalks as soon as possible. Building <br /> pads shall be laid as soon as possible after grading unless seeding or soil <br /> binders are used. <br /> f. Minimize idling times either by shutting equipment off when not in use or <br /> reducing the maximum idling time to 5 minutes (as required by the California <br /> airborne toxics control measure Title 13, Section 2485 of California Code of <br /> Regulations [CCR]). Provide clear signage for construction workers at all <br /> access points. <br /> g. Maintain and properly tune all construction equipment in accordance with <br /> manufacturer's specifications. All equipment shall be checked by a certified <br /> visible emissions evaluator. <br /> h. Post a publicly visible sign with the telephone number and person to contact at <br /> the lead agency regarding dust complaints. This person shall respond and take <br /> corrective action within 48 hours. The Air District's phone number shall also be <br /> visible to ensure compliance with applicable regulations. <br /> 53. Stormwater Pollution Prevention Program Best Management Practices (BMPs) - <br /> BMPs for construction shall be implemented to protect water quality, in accordance with <br /> the approved Stormwater Pollution Prevention Plan (SWPPP). BMP plan sheets are <br /> available electronically for inserting into project plans. [SDR][ENGINEERING] <br /> 54. NOI - The applicant shall file a Notice of Intent (NOl) with the State Water Resources <br /> Control Board under the Construction Activities Storm Water General Permit (General <br /> Permit). The NOI indicates the applicant's intent to comply with the San Mateo <br /> Countywide Stormwater Pollution Prevention Program, including a Stormwater Pollution <br /> Prevention Plan (SWPPP). <br /> ATTY/RES0.3086/PC RESO 1305 EL CAMINO <br /> REV:05-14-15 VR <br /> Page 13 of 17 <br />
