___________________________________________________________________________________
JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ April 13, 2015
PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 4

Dr. Bell spoke about labor negotiations with the Police Officers Association Union and
Police Sergeants Association Union, and how he received direction from the Council to
continue with those negotiations. He stated that another discussion was regarding
Docktown and how liveaboards are not consistent with the public trust. Council directed
Staff to prepare a report to bring to the April 27th Council meeting to discuss whether to
close the Marina and review relocation options. Council directed Dr. Bell to prepare the
report and notice Docktown members providing advanced copy of the report and notice
of the meeting.

6. PUBLIC COMMENT

Tania Sole spoke about her online petition to ask the City of Redwood City to put in
place a 12-24 month building moratorium to preserve water. She opined that residents
are already experiencing traffic and parking issues and the city's infrastructure may not
sustain what is already being built. She spoke about possible cutbacks to preserve
water. She noted allocations mentioned by Council Member Seybert, but the total
allocations in all of California far exceed the amount of available water.

Roxanna Christy spoke about the skyrocketing rents in the City, and what she views as
the subsequent displacement of minorities and low-income workers. She stated that in
her complex ethnic minorities and families have been displaced by rising rent costs.
She spoke about a high school woman who has to stay with her to finish High School
because her family could not afford to stay in Redwood City.

Lee Callister spoke about the drought, noting that he hasn't heard how new
development is accounting for the water they are using during the development process
and on an ongoing basis.

Mr. Aknin, Assistant City Manager, stated that most development is under an
Environmental Impact Report (EIR) which has a required Water Supply Assessment
component. For Downtown Development, there is a Water Supply Assessment and
each project has to fall in line with that. Mayor Gee asked Mr. Kyaw to include this
information in his Council updates. Dr. Bell noted that the CIP Budget Proposal will be
brought forward on April 27 which could include some of that detail.

Council Member Seybert asked if construction companies are actively accessing the
recycled water filling stations. Mr. Kyaw replied that is correct.

Council Member Howard stated that Redwood City is working with the Tri-County
Apartment Association to reach out to owners of properties about escalating rents and
encouraging them not to do that. Mayor Gee stated that he and many others have
called the local owners/operators that the speakers mentioned, and they are not
answering phone calls.

7. CONSENT CALENDAR

Tania Sole shared her disagreement at what she called the City offering the City
Manager an almost 50% salary increase so that he remains on staff for an additional
7.1.J. - Page 4
