Alterations to non-historic storefront elements within historic façades should be <br /> done in a manner that is stylistically compatible with the historic façade , and new <br /> signage on historic façades should be compatible with the architecture of the <br /> historic façade in terms of colors, materials, size, placement, and style. <br /> Finding: This guideline is not applicable to the proposed Dressing-room Wing <br /> Rehabilitation project. <br /> 3. Section 2 . 1 .4(A) — Mitigation of Impacts of Development on Properties that Contain <br /> Historic Resources to be Preserved : Any project which proposes additions or <br /> modifications to a property designated as a "Historic Resource to be Preserved" on <br /> the Historic Resources Preservation Regulations Map shall comply with the following <br /> regulations if City staff makes a preliminary determination that the project may have <br /> a potentially significant adverse effect on the historic resource (the Fox Theatre): <br /> Standards: <br /> a . The applicant shall , to City satisfaction , ensure that the project adheres to one or <br /> both of the following standards: <br /> 0 Secretary of Interior's Standards for the Treatment of Historic Properties with <br /> Guidelines for Preserving , Rehabilitating , Restoring , and Reconstructing <br /> Historic Buildings; or <br /> e Secretary of Interior's Standards for Rehabilitation and Guidelines for <br /> Rehabilitating Historic Buildings ( 1995), Weeks and Grimmer. <br /> The project shall be reviewed by a qualified architect or architectural historian <br /> approved by the City and meeting the Secretary of the Interior's Professional <br /> Qualifications Standards published in the Code of Federal Regulations (36 CFR part <br /> 61 ) , who shall make a recommendation to the City's Historic Resources Advisory <br /> Committee as to whether the project fully adheres to the Secretary Standards for <br /> Rehabilitation , as well as to whether any specific modifications are necessary to do <br /> so . The final determination as to a project's adherence to the Standards for <br /> Rehabilitation shall be made by the Historic Resources Advisory Commission or the <br /> body with final decision-making authority over the project. <br /> Finding: Staff has determined that Section 2. 1 . 4(A) of the DTPP does not apply to <br /> the project based on the historian report's finding that the project will not have a <br /> significant adverse effect on a historic resource because the project meets the <br /> Secretary of the Interior's Standards and the DTPP standards and regulations for <br /> rehabilitation and adjacent new construction. The historian report has determined <br /> that the dressing-room wing does not meet any eligibility requirements for listing on <br /> ATTY/RES0.3090/H RAC RESO — 815 HAMILTON <br /> REV: 06-02-15 VR <br /> Page 6 of 12 <br />
