Management Summary of benefits, does not recognize the significant contribution these
employees are making toward their pension plan. In fiscal year 2014-2015, pension
contributions made by executive management increased by 4.5% of salary, and are
scheduled to increase by another 4.5% in fiscal year 2015-2016. Since the increased
level of employee contribution to pension is unique to Redwood City, if that contribution
is factored in to the salary survey of benchmark cities, the salaries for these positions
would continue to be under the market median.

ALTERNATIVES
1. Council may choose not to grant salary adjustments at this time;
2. Council may request that the Personnel Sub-committee propose alternative
salary increases for either or both of these positions.

FISCAL IMPACT
The combined salary increases for the City Attorney, and City Clerk will result in a total
annual cost of $12,602 for salary and salary-related benefits. These increases are
within the projected cost estimates for salary increases that were included in the 2015-
2016 budget, and are offset by cost savings due to increased employee pension
contributions.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

__________________________
JEFFREY GEE, MAYOR

_______________________________
ROSANNE S.
