The same data will be collected before the pilot starts and before it ends. Please review the evaluation plan with the following in mind:  Are there performance measures that would better capture the pilot project’s effectiveness than what are proposed? For example: Use average vehicle delay at intersections instead of Vehicle Level of Service  Is there a specific location where certain data should be collected? For example: Count the number of people walking by Stulsaft Park on Saturday afternoons If you have suggested changes, you may add new performance measures to the first column and/or new locations to the second. To indicate that a location or performance measure should NOT be included, you can simply add “Remove” after the item.
