Annually provide each City with the audit report required and <br />completed as outlined in Exhibit C. <br />k. At the end of the second year of this Agreement, arrange and <br />oversee a performance audit following the, Generally Accepted <br />Government Auditing Standards (GAGAS) to assess whether the <br />Animal Control Contractor is achieving efficiency and effectiveness <br />in performance of the services provided and provide a copy of the <br />performance audit to the Cities. The parameters of the audit and <br />cost will be determined by a subgroup of all Parties through a <br />County Request for Proposal process. Cities will be invoiced for the <br />actual cost of said audit as outlined in Section 3.8. <br /> <br />l. Spay/Neuter Assistance Vouchers <br />1. Allocate one dollar from each annual license fee paid for a dog or <br />cat to: <br /> i. When funds are available as determined by the County, <br />assist pet owners and feral cat advocates with the cost to <br />alter the dogs, cats, and feral cats that reside in the <br />County on a county wide basis; and <br /> ii. As funds are available as determined by the County, <br />execute outreach efforts to educate residents on the <br />responsibilities of owning a pet and the importance of <br />altering, vaccinating, and licensing all dogs and cats. <br />2. Oversee a committee known as the Spay/Neuter Assistance <br />Advisory Committee comprised of volunteers and city <br />representatives. This Committee will convene quarterly to <br />discuss spay/neuter voucher activities and outreach efforts <br />focused on pet overpopulation. It will also be used as a forum for <br />each City and the public to ask questions and share concerns <br />regarding spay/neuter assistance. Meetings will be arranged and <br />scheduled by County staff. <br />3. Issue, monitor and maintain a dog, cat, and feral cat database, <br />allocating funds to the appropriate category of need based on the <br />public’s requests. <br /> <br />m. Pursuant to Section 3.6 of this Agreement, under the guidelines of <br />the US Department of Justice and the Americans With Disabilities <br />Act’s definition of “Service Animal,” for the administrative <br />convenience of each City, and acting as a representative of each <br />City, issue Service Animal tags on behalf of each City upon <br />determination by the County on behalf of the City that such tag shall <br />be issued.
